Minutes - City of San Leandro City Council and Page - 5 - <br />Redevelopment Agency Meeting - January 6, 1997 <br />B. Reports on City Council Subcommittees <br />1. Interim City Manager Wandzia Grycz noted that staff is in the process <br />of scheduling City Council Subcommittee meetings. She announced the <br />following: <br />Policy Subcommittee - - January 13 3:00 p.m. <br />Disaster Preparedness Subcommittee - - January 23 6:30 p.m. <br />Finance Subcommittee - - January 27 3:30 p.m. <br />Facilities Subcommittee - - January 30 3:30 p.m. <br />6. NEW BUSINESS CONTINUED) <br />B. Matter of Acceptance of Wal-Mart Economic Impact Analysis Report <br />Findings by Jim Rabe of Kosmont & Associates, Inc. <br />Interim City Manager Wandzia Grycz reviewed the process to date and <br />direction given to staff by the City Council pertaining to the <br />feasibility study. She noted that acceptance of the report does not <br />indicate a commitment to Wal-Mart. <br />Redevelopment Administrator Debbie Potter introduced Jim Rabe of Kosmont <br />& Associates, Inc. Mr. Rabe described the project and the Findings, as <br />noted in the report. He commented on demographics, location, impact <br />analysis, and Westgate Center. Interim City Manager Grycz noted <br />business retention, revenue, and economic development issues. <br />Council Member Glaze commented on impacts to Target and K-Mart stores, <br />his concern about Wards and oil- and lube-changing businesses, and any <br />potential grocery sales at Wal-Mart. Ms. Potter clarified why K-Mart <br />was considered as an issue in the matter. <br />Council Member Loeffler commented on the quality of the report and the <br />impact to employment and the work force. <br />Council Member Lothrop commented on grocery clerk and related positions. <br />She also noted hearing concern from other cities that are unhappy with <br />Wal-Mart. <br />Council Member Galvan commented on revenue from new sales vs. <br />recaptured; he noted his concern about the impact to Lucky's and asked <br />about the impact if Wal-Mart located in Hayward or Oakland. <br />Council Member Young asked about the Union City Wal-Mart's impact on K- <br />Mart. <br />Mayor Corbett commented on the Westgate Center and noted concern for <br />shifting revenue. She referred to Concord's report on Wal-Mart. Mr. <br />Rabe noted that a copy would be forwarded to staff. <br />Ms. Grycz noted that, to date, nothing has been submitted by Wal-Mart. <br />
