PUBLIC HEARINGS -- CITY COUNCIL ONLY A. Matter of Special Tax for Emergency Medical Services and Special Municipal Election. This being the time and place for the Public Hearing on the above matter, City Manager John Jermanis reviewed the report that was presented at the February 24, 1997, Work Session. He said staff recommends Council approval of the Resolution and the Ordinance to continue Emergency Medical Services (EMS) and to place the issue on the June 1997 Special Election ballot. He said the rate will remain at the current level of $9.90 with a cap of $15.00. Alameda County Fire Chief Bill McCammon said this action will reaffirm the supplemental tax amount currently in place. He listed the programs and services currently provided by the funds. The Hearing was then opened to the public. Lou Filipovich, 15376 Laverne Drive, commented on the San Leandro Journal leaving San Leandro. He asked for clarification on the tax assessment for property owners; he noted payers versus producers. He opposes the tax. Odeter Waters, 13517 Aurora Drive, clarified that the funds will be used to hel p mai ntai n the current 1 evel of services, i ncl udi ng the trauma centers and paramedic services; she said she fully supports the tax.
