Ordinance No. 97-03, An Ordinance of the City Council of the City of San <br />Leandro Amending the Circulation Element of the General Plan to Include <br />a Bikeway Plan. (1428/1925) <br />- Adopted <br />3. PUBLIC HEARINGS -- CITY COUNCIL ONLY <br />A. Matter of Special Tax for Emergency Medical Services and Special <br />Municipal Election. <br />This being the time and place for the Public Hearing on the above <br />matter, City Manager John Jermanis reviewed the report that was <br />presented at the February 24, 1997, Work Session. He said staff <br />recommends Council approval of the Resolution and the Ordinance to <br />continue Emergency Medical Services (EMS) and to place the issue on the <br />June 1997 Special Election ballot. He said the rate will remain at the <br />current level of $9.90 with a cap of $15.00. <br />Alameda County Fire Chief Bill McCammon said this action will reaffirm <br />the supplemental tax amount currently in place. He listed the programs <br />and services currently provided by the funds. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive, commented on the San Leandro <br />Journal leaving San Leandro. He asked for clarification on the tax <br />assessment for property owners; he noted payers versus producers. He <br />opposes the tax. <br />Odeter Waters, 13517 Aurora Drive, clarified that the funds will be used <br />to hel p mai ntai n the current 1 evel of services, i ncl udi ng the trauma <br />centers and paramedic services; she said she fully supports the tax. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Loeffler and Polvorosa.
