Minutes - City of San Leandro City Council and Page - 2 - <br />Redevelopment Agency Meeting - March 17, 1997 <br />Council Member Loeffler noted his appreciation for the staff and <br />developer's consideration regarding sound and design issues. He said he <br />has concern over the life expectancy of the proposed wooden soundwall. <br />Mr. Penaranda noted the Conditions in the Agreement regarding <br />maintenance. <br />Council Member Young commented on the issue of owner occupancy and the <br />individual lots. <br />Vice Mayor Polvorosa asked about the heavy timber for the fencing and <br />his concern over the use of eucalyptus trees. <br />Lynn Worthington, developer, noted that the Planning Commission had <br />approved the project. He said the project is now a variation of the <br />original design. He said an adjacent neighbor had concern over privacy. <br />He said staff had assisted in mitigating the noise issue. He said the <br />project goal was to provide affordable housing. <br />The Hearing was then opened to the public. <br />Mrs. Dennis, 169 Durant Avenue, said she lives next door and is <br />supportive of the proposed project. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Loeffler and Young. Ayes: 6; Noes: 0; Excused: Glaze <br />Council Member Young asked about the maintenance agreement and the <br />Conditions of Approval. <br />Council Member Loeffler clarified that the project includes four <br />individual homes and properties. <br />Mayor Corbett asked that the developer work with staff regarding the <br />landscaping, use of tree type, and planting on the properties. <br />The following Motion and Ordinance were then introduced: <br />- Minute Order No. 97-19, Motion Certifying the Negative Declaration <br />for PD-97-1 as complete and in compliance with CEQA requirements; <br />Approving the Rezoning of A-97-1 to RS(PD) Residential, Single- <br />Family, Planned Development District; and Approving the Planned <br />Development, PD-97-1, subject to the Conditions of Approval. <br />(1099/1009) <br />The City Council certified the Negative Declaration for PD-97-1 as <br />complete and in compliance with CEQA requirements; approved the <br />Rezoning of A-97-1 to RS(PD) Residential, Single-Family, Planned <br />Development District; and approved the Planned Development, PD-97-1, <br />subject to the Conditions of Approval. <br />M/S/C Loeffler and Lothrop.
