Minutes - City of San Leandro City Council and Page - 5 - <br />Redevelopment Agency Meeting - March 17, 1997 <br />Council Member Loeffler asked about the branch libraries and an overall <br />Master Plan. <br />Mr. Bohne said the schematic design has been completed, and he commented <br />on the peer-review process. He said public comments will be <br />incorporated throughout the process and the branch libraries will be <br />addressed. He said Sampson Associates also has experience with <br />relocation. <br />Vice Mayor Polvorosa asked about the timeline. John Jermanis noted an <br />18-month process. He also noted that the branch libraries will be <br />supporting the community while the Main Library is down. <br />Council Member Lothrop asked about the move date. <br />Council Member Loeffler clarified that funding approval occurred at the <br />time of the City Hall retrofit approval. <br />John Jermanis noted the branch libraries' capacity to provide services <br />and the condition of each building. <br />Council Member Loeffler confirmed that financing for the branches will <br />come back to the Council at a later date. <br />Mayor Corbett noted that the Council had directed staff to treat the <br />branch libraries equally. <br />The following Resolution was then introduced: <br />Resolution No.97-27, Resolution Approving Contractual Services Agreement <br />with Richard Sampson Associates, Inc., Relating to Recommended Selection <br />of Construction Manager for Library Retrofit/Renovation/Expansion <br />Project. (2323) <br />M/S/C Galvan and Polvorosa. Ayes: 6; Noes: 0; Excused: Glaze <br />B. Resolution of Necessity Determining That the Public Interest and <br />Necessity Require the Acquisition of Easements in Certain Land and <br />Directing the Filing of Eminent Domain Proceedings, Storm Drain, Merced <br />Street to Williams Street Project, Assessors' Parcel Nos. 79A-338-1-31, <br />32 and 33 (Portions) and 79A-338-1-29 and 30 (Portions) (authorizes the <br />City Attorney to petition the court to begin eminent domain proceedings <br />for the acquisition of easements on two properties: 2000 Merced Street <br />[McManus, Owner] and 1777 Abrams Court [Hilf, Owner]). Continued from <br />the February 18, 1997, City Council Meeting. <br />Engineering Director Bill Algire said the matter relates to acquisition <br />of easements owned by two property owners. He reviewed the questions <br />raised at the February 18, City Council Meeting. He reviewed the <br />history of the site and the flooding issues. He showed a site plan and <br />identified the areas. He said it was determined there is a public <br />responsibility due to the drainage issue. He said staff has worked with <br />Golden Gate Seafood regarding shared responsibility. <br />
