Resolution No.97-23, Resolution of the San Leandro City Council <br />Approving an Agreement for the Use of HOME Funds and Regulatory <br />Agreement Between the San Leandro Shelter for Women and Children and the <br />City of San Leandro for Bessie Coleman Court at Alameda Naval Air <br />Station (provides $200,000 in HOME funds for transitional housing <br />project to be operated by the San Leandro Shelter for Women and <br />Children). (2096) <br />D. Resolution No.97-24, Resolution Accepting the Work for Washington <br />Avenue-Halcyon Drive Landscape Improvements, Project No. 96-8387 <br />(provides for acceptance of work from Lone Star Landscape, Inc., filing <br />of Notice of Completion, and release of bonds). (2812) <br />E. Resolution No.97-25, Resolution Authorizing Filing of a Claim with the <br />Metropolitan Transportation Commission (MTC) for Allocation of <br />Transportation Development Act (TDA), Article 3, Funds for Fiscal Year <br />1997-98 (authorizes request for $63,400 for implementation of bike lane <br />(Class II) and bike route (Class III) projects listed in the recently <br />adopted Bikeway Plan). Resolution No.97-26, Resolution Designating Passenger Loading Zones, <br />8:00 A.M. - 3:30 P.M. on School Days Only, Title VI, Chapter 1 of the <br />San Leandro Municipal Code, Carpentier Street (provides for a passenger <br />loading zone for St. Leander Elementary School on Carpentier Street, <br />west side, beginning 120 feet south of W. Estudillo Avenue and extending <br />88 feet southerly). (1022) <br />6. NEW BUSINESS <br />A. Resolution Approving Contractual Services Agreement with Richard Sampson <br />Associates, Inc., Relating to Recommended Selection of Construction <br />Manager for Library Retrofit/Renovation/Expansion Project. <br />City Manager John Jermanis introduced the item and process. He said <br />Community Services Director David Bohne and Engineering and <br />Transportation Director Bill Algire will provide information pertaining <br />to the contract and the design process. <br />Mr. Algire noted the seismic retrofit and redesign of the library <br />building; he said the Council had directed staff to develop a team <br />approach. He said the process began in November; he outlined the entire <br />process to date. He said staff recommends Sampson Associates due to <br />their extensive experience in local library projects and keeping to the <br />construction timeline. He noted several of their past and current <br />projects. He said they will assist the City in the bidding process and <br />monitoring of the project. <br />Mr. Bohne noted the current project in Burlingame is very similar to San <br />Leandro's proposed project. He said the contractor has experience with <br />library technology. <br />
