.4 <br />r' <br />Minutes - City of San Leandro City Council, Page - 2 - <br />San Leandro Redevelopment Agency, and San Leandro <br />Economic Development Agency Joint Meeting - April 7, 1997 <br />C. Proclamation Designating April 13-19, 1997, as National Volunteer Week. <br />Nancy Hillis accepted the Proclamation on behalf of the Community <br />Services Department; she paid tribute to all of the volunteers who work <br />within the community. <br />D. Proclamation Designating April 14-20, 1997, as "San Leandro Creek <br />Watershed Awareness Week." <br />Rick Richards accepted the Proclamation on behalf of the Friends of the <br />Creek. Mayor Corbett thanked the Friends for their work. Mr. Richards <br />noted the upcoming April 19th Festival at Root Park, and he commented on <br />the results of the mural contest. <br />E. Proclamation Designating April 1997 as Earthquake Preparedness Month. <br />Dan Lunsford and Christie Winding accepted the Proclamation on behalf of <br />the Emergency Services Section of the Police Department. Mr. Lunsford <br />noted the program would not be successful without the partnership of the <br />Council, staff, and the community. <br />3. PUBLIC HEARINGS <br />None <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Larry Allphin, Carole LaBrecht, and Chris Ehrenberg', Downtown Business <br />Association, noted their appreciation of the City's support to the DBA. <br />They thanked Council Member Galvan for working on the Downtown Clean Up <br />Day and thanked the Council for providing the opportunity to attend the <br />California Downtown Association Conference in Redlands. They also <br />thanked the Council for their support of the development of a logo; they <br />handed out t-shirts bearing the new logo. <br />B. Susan Boland, 1901 Nome Street, thanked the Council for their approval <br />of the two-way stop signs. She urged the Council to approve the <br />installation of the three speed humps. She submitted a letter to the <br />City Clerk for distribution to the Council. <br />C. Peter Midnight, 452 Violet Street, said he does not support the <br />installation of speed humps because they cause damage and delay <br />emergency vehicles. At Mayor Corbett's request, he clarified that he <br />does not reside in the area under consideration this evening. <br />
