Presentation of Award for Exemplary Economic Planning from the Economic <br />Development Division of the American Planning Association In Recognition <br />of the Oakland/San Leandro Joint Revitalization Plan for the Common <br />Border. <br />Mayor Corbett noted that the APA Award was given to the City in <br />recognition of the collaboration between Oakland and San Leandro for <br />economic development and planning activities. Development Services <br />Director June Catalano commended Redevelopment Project Coordinator <br />Leslie Gould for her work on the project. <br />D. Presentation of the League of California Cities' "1996 Helen Putnam <br />Award for Excellence" In Recognition of San Leandro's Housing <br />Preservation and Earthquake Strengthening Program. <br />Mayor Corbett noted that the seismic program is administered by the <br />Building Division. She said it is a hands-on program for residents. On <br />behalf of the Council, she congratulated both the Building staff and the <br />residents for their partnership. Development Services Director June <br />Catalano recognized Chief Building Official William Schock's work and <br />vision to create a program of great benefit to the community. Mr. <br />Schock noted his appreciation to the Council for their on-going support. <br />E. City Manager John Jermanis introduced newly appointed City Clerk Gayle <br />Petersen to the Council and community. He noted that she will begin on <br />May 5th. Ms. Petersen said she is looking forward to serving the City <br />and Council. <br />3. PUBLIC HEARINGS <br />A. Matter of an Interim Ordinance Related to Adult Entertainment <br />Establishments. <br />This being the time and place for the Public Hearing on the above <br />matter, Associate Planner Kathleen Livermore presented the staff report <br />and recommended Council approve an extension for an additional twelve- <br />(12) month period. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive asked why the issue was an urgency <br />Ordinance, if there were exemptions, and what activities would be <br />affected. City Attorney Larissa Seto noted the Ordinance would extend <br />the moratorium and would include powers for the Police to enforce zoning <br />issues. She clarified the term "adult businesses" as those relating to <br />code issues. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Polvorosa and Loeffler.
