<br />< Minutes - City of San Leandro City Council, Page - 3 - <br />San Leandro Redevelopment Agency, and San Leandro <br />Economic Development Agency Joint Meeting - April 21, 1997 <br />The following Ordinance was then introduced: <br />- Ordinance No. 97-013, An Interim Ordinance Prohibiting the Processing <br />and Approval of Use Permits, Variances, Building Permits, or Other <br />Zoning Entitlements for Adult Entertainment Establishments Which May <br />Conflict with Proposed Zoning Ordinances and Zoning Map Amendments, <br />and Declaring This Ordinance to Be an Urgency Measure Necessary for <br />the Preservation of the Public Peace, Health, and Safety (extends <br />Interim Ordinance No. 96-08, adopted by the City Council on June 17, <br />1996, to prohibit the processing of various zoning entitlements for <br />adult entertainment establishments for an additional 12 months) <br />- Passed to Print and Adopted (1024/1099) <br />M/S/C Glaze and Polvorosa. Ayes: 7; Noes: 0 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Tony Santos, 14495 Nassau Road, said a report from NAACSL had been <br />compiled and submitted to the Clerk for distribution to the Council. He <br />said there were only two noise monitors in San Leandro. He asked that <br />the City prepare a noise ordinance and consider banning general aircraft <br />from 10 p.m. to 7 a.m. <br />Mayor Corbett thanked the Committee for their work and announced the <br />upcoming meeting with the Federal Aviation Administration. <br />B. Carey Nalker, 471 Santa Monica, commented on the 1998 election, the <br />noise at Robert's Landing, aircraft, and trains. <br />C. Larry Norry, 2532 Nilliams Street, commented on the noise in Mulford <br />Gardens from refrigeration units. He said there are parking signs only <br />on one side of Marina Boulevard. He said the City's mail system is not <br />satisfactory. <br />D. Bonnie Harrison, 1983 Doolittle Drive, complained about the noise from <br />the refrigeration trucks parked on Marina Boulevard. She suggested <br />restricted parking on the street. She said she has made contact with <br />the Police Department several times. <br />E. Tom Guarino, Chamber of Commerce, urged Council support of the Ordinance <br />pertaining to lying or sitting on sidewalks. He suggested addressing <br />the downtown parking garage with future ordinances. Staff noted that <br />the parking garage was included in the Ordinance. <br />
