Minutes - City of San Leandro City Council, Page - 7 - <br />San Leandro Redevelopment Agency, and San Leandro <br />Economic Development Agency Joint Meeting - April 21, 1997 <br />C. Resolution of the San Leandro City Council Declaring the Official Intent <br />to Reimburse Expenditures for a Potential Assisted Senior Housing <br />Project at 928 East 14th Street from the Proceeds of Tax-Exempt <br />Securities (sets a start date for calculation of expenses in the event <br />that tax-exempt bond financing is approved for an assisted, senior- <br />housing project). <br />City Manager John Jermanis noted that the City would have no obligation <br />to repay the bond. Dr. Don Engle, project developer, was introduced by <br />Leslie Gould. Ms. Gould commented on the substantial investment and <br />revitalization to the East 14th Street area. Dr. Engle said the project <br />would be referred to as the Carlton Plaza of San Leandro. The project <br />is assisted living/senior housing, which includes utilities and meals, <br />entertainment, transportation, adult-day care, and medical services. He <br />concluded by noting the benefits to the community, which include <br />revitalization, housing, and creation of jobs. <br />Council Member Loeffler commented on noise and sound affecting those <br />residents facing East 14th Street, the need for the design to blend with <br />the neighborhood, and asked if traffic would have an impact on Haas <br />Avenue. <br />Council Member Young asked for clarification on the process. Leslie <br />Gould noted that the developer is asking for Council support by setting <br />a date for reimbursable expenses to be included in the bond financing; <br />there is no obligation to approve the project at this time. <br />The following Resolution was then introduced: <br />Resolution No. 97-47, Resolution of the San Leandro City Council <br />Declaring the Official Intent to Reimburse Expenditures for a Potential <br />Assisted Senior Housing Project at 928 East 14th Street from the <br />Proceeds of Tax-Exempt Securities (sets a start date for calculation of <br />expenses in the event that tax-exempt bond financing is approved for an <br />assisted, senior-housing project). Resolution No. 97-10, Resolution of the San Leandro Redevelopment Agency <br />Approving a Letter of Intent with Maryann Facha-Saso for Acquisition of <br />Property Located at 143 Callan Avenue (provides for acquisition of <br />residential property for permit parking lot). <br />M/S/C Loeffler and 6alvan. Ayes: 7; Noes: 0 <br />E. R se olut~on No. 97-11, Resolution of the San Leandro Redevelopment Agency <br />Approving the Form of Owner Participation Agreement with the Owners of <br />Property Located at 1330 Washington Avenue for Buffet Fortuna Restaurant <br />(provides for opening of a Chinese-American restaurant at the former <br />Sizzler site). <br />M/S/C Loeffler and 6alvan.
