<br />Minutes - City of San Leandro City Council, Page - 4 - <br />San Leandro Redevelopment Agency, and San Leandro <br />Economic Development Agency Joint Meeting - May 5, 1997 <br />B. Yal 6111, 474 Dolores Avenue, addressed the Council and commended John <br />Jermanis for his efforts in resolving the Kenny Lee property issue. He <br />commended Mr. Jermanis for the great job he is doing as City Manager, as <br />well as the efforts and participation of Larissa Seto of the City <br />Attorney's Office. He concluded by stating that they are both good <br />employees that really listen. The City Manager responded, also thanking <br />Mr. Gill for his continents, and announced that they had been successful <br />in negotiating for a Starbuck's, Noah's Bagels, and a Boston Market to <br />be located in the downtown without the need of using eminent domain. <br />C. Larry Norry, 2532 Williams Street, addressed the Council regarding the <br />proposed Ordinance prohibiting sitting or lying on public sidewalks in <br />commercial and retail areas. He inquired whether the City Attorney's <br />Office had contacted the City of Berkeley regarding their Ordinance, <br />since theirs had been subject to challenge. Steve Meyers, City <br />Attorney, responded that they had reviewed that Ordinance but that San <br />Leandro's proposed Ordinance is different. <br />D. Tom Guarino, Representing the Chamber of Commerce, addressed the Council <br />and raised various questions regarding the Planning Commission's request <br />to develop a Design Review Program. He voiced concerns regarding what <br />the scope of the program would be, whether it includes manufacturers and <br />industry, and what would be the process. He requested that the City <br />keep the Chamber involved in the process. He concluded his comments by <br />noting that there would be a ribbon cutting at Sabino's on Friday. <br />5. CONSENT CALENDAR <br />Consent Calendar items are typically routine in nature and are considered <br />for approval by the City Council with one single action. The City Council <br />may remove items from the Consent Calendar for purposes of discussion. <br />Items listed on the Consent Calendar are deemed to have been read by title. <br />The Consent Calendar was approved as follows: <br />M/S/C Loeffler and Young. Ayes: 7; Noes: 0 <br />A. Minutes of the Meeting of April 7, 1997. <br />B. Resolution No. 97-49, Resolution of the San Leandro City Council <br />Approving the Amendment to the Maintenance, Operation, and Reciprocal <br />Easement Agreement for 1371 East 14th Street and 1330 Washington Avenue <br />(assigns to Buffet Fortuna all of Sizzler's responsibilities and rights <br />for maintenance responsibilities of the public area and provides for the <br />City to assume maintenance of the common areas with Buffet Fortuna and <br />Eureka Bank paying the cost). Ordinance No. 97-014, An Ordinance Adding Article 2, Chapter 3, Title VI <br />to the San Leandro Municipal Code Prohibiting Sitting or Lying on Public <br />Sidewalks in Commercial and Retail Areas.
