Matter of Planning Commission Request to Develop a Design Review Ordinance (requests City Council direction to begin developing a Design Review Program to be included in the City's Zoning Code). Steve Emslie, Planning Manager, gave a brief staff report and concluded by stating that it is requested that the Council support the development of a Design Review Ordinance and Program to be included in the City's Zoning Code. Council Member Glaze expressed concerns with how specific areas will be addressed and how boundaries would be defined. Staff indicated there would be an outreach effort to the community and that the process would be an interactive one. Council Member Galvan indicated he is supportive of the request and stated his concern for the continued, timely processing of development applications.
