Minutes - City of San Leandro City Council, Page - 6 - <br />San Leandro Redevelopment Agency, and San Leandro <br />Public Financing Authority Joint Meeting - May 19, 1997 <br />The following Motion and Ordinance were then introduced: <br />- Mipute Order No. 97-25, Motion Certifying the Negative Declaration <br />for PD-97-3 as complete and in compliance with CEQA requirements; <br />Approving the Rezoning of A-97-2 to CD (PD) Commercial Downtown <br />Planned Development District; and Approving the Planned Development, <br />PD-97-3, subject to the Conditions of Approval. (1099/1009) <br />The City Council requested staff review the proposed uses for the <br />property in order to allow further input from surrounding residents, <br />if warranted, as well as a tlcall-up" provision, should it be deemed <br />necessary to bring such issues back to the Planning Commission for <br />discussion and/or hearing. <br />M/S/C Galvan and Polvorosa. Ayes: 6; Noes: 0; Absent: Corbett <br />Ordinance No. 97-015, An Ordinance Reclassifying Certain Property <br />Herein Described as to Zoning District and Amending Zoning Map (A-97- <br />2), 320-392 Davis Street and 1170 Clarke Street. (1099/1009/1024) <br />- Passed to Print <br />M/S/C Galvan and Polvorosa. Ayes: 6; Noes: 0; Absent: Corbett <br />C, Matter ofA 97-4; Reclassification from NA-2 North Area-2 to NA-2 (PD) <br />North Area-2 Planned Development District; and PD-97-4; Planned <br />Development to Construct a 3-Story, 144-Unit, Assisted- Living, <br />Retirement Community; 928, 1000, and 1010 East 14th Street; Southeast <br />Corner of East 14th Street and Haas Avenue; Assessor's Parcel Number 76- <br />440-$, 9, and 14-4; McEngle Partners; NA-2 North Area-2 District. <br />This being the time and place for the Public Hearing on the above <br />matter, Norm Weisbrod, Associate Planner, gave the staff report; and <br />Leslie Gould, Redevelopment Project Manager, went over the steps the <br />developer would need to take if approval of the project is granted. <br />Ms. Gould also noted that the financing is not yet in place, and they <br />will be applying for multi-family, mortgage-revenue bonds. <br />Council Member Glaze clarified that they will be receiving a credit for <br />their existing building which would offset the Development Fees for <br />Street Improvements (DFSI) Fees. <br />Vice Mayor Loeffler expressed concerns with traffic and safety issues as <br />they relate to assisted-living individuals from this facility and its <br />location on East 14th Street. <br />Dr. Don Engle, Applicant, addressed the Council and responded that it <br />would be extremely rare that the residents would utilize public <br />transportation, as the facility provides transportation for the <br />residents. He continued by explaining the project in greater detail and <br />urged the Council's approval and support for the proposed project. <br />
