Minutes - City of San Leandro City Council Meeting Page - 2 - <br />June 2, 1997 <br />last election and concluded by stating that he felt that it was not <br />necessary, as most sample ballots were thrown away. He would like to <br />see the legislation changed which requires the language translations to <br />be done. <br />The City Attorney commented that he has been discussing issues with the <br />City Clerk and that a staff report will be prepared and brought back to <br />Council before the Council recesses in July. <br />There was Council consensus to direct staff to bring back a report <br />regarding election dates, costs, and required language translations. <br />B. Bruce Barnes, 1298 Gabriel Court, addressed the Council regarding the <br />Bancroft-Dutton North Area Merchants' Association. He noted they have <br />been meeting and have expressed concerns regarding speeding, parking, <br />crosswalks, and bus stops in their area. They have met with homeowners' <br />associations to discuss ways in which to address the parking problems. <br />They suggested changing Bancroft from four lanes to two lanes (one lane <br />in each direction); adding a bike lane; and, diagonal parking in the <br />Bancroft-Dutton area, which would give them eleven additional spaces. <br />They like the concept of what has been done in front of City Hall on <br />East 14th Street, but they would like to propose that they start from <br />Durant and go to San Leandro High School to provide one long link. <br />There could be a bicycle lane added which would add more of a community <br />atmosphere to their neighborhood. He noted the Planning Department has <br />told them that going from one lane each way to two lanes each way will <br />slow the traffic and speeds down about 5 miles an hour, which will bring <br />the speeds down to about 28 mph, which is the median speed on Bancroft. <br />That would help greatly with parking and for the crosswalks. He stated <br />he would like the City to allow staff to move ahead on these <br />recommendations to see if they could be done. He concluded by stating <br />that they have gone to the homeowners' associations with this concept <br />and have gotten approval from two of them. They then went to the <br />Associated Homeowners' group, and they too were supportive. They have <br />been working with Ray Davis on these issues. <br />There was Council consensus to refer this matter to staff. After <br />further, brief discussion, staff was directed to bring a report on the <br />Bancroft/Dutton traffic issues, including cost estimates, back to the <br />Council for their Work Session scheduled for June 23, 1997, at which <br />time the East 14th Street Update will be before the Council, as well. <br />Given the public interest in the issues to be discussed during the Work <br />Session on June 23, 1997, Council Member Loeffler suggested an effort be <br />made to make sure the meeting date and time is publicized. It was noted <br />that June 23, 1997, is only a Work Session, and no action will be taken; <br />the issue will be coming back to Council at a later date for Council <br />action, at which time the public will have an opportunity for input. <br />
