•~ Minutes - City of San Leandro City Council Meeting Page - 3 - <br />June 2, 1997 <br />C. Richard Borden, 916 Serra Avenue, addressed the Council regarding the <br />stop sign at Serra Avenue and Monterey Boulevard. He stated no one <br />seems to want to stop at that stop sign. He added that he had <br />recommended speed bumps at that location some time ago, but the idea was <br />not supported by staff. He asked that staff please review this traffic <br />issue. <br />D. Laverne Anderson, 1495 - 159th Avenue, addressed the Council and <br />commended the Vice Mayor for how well he presided over the last regular <br />Council Meeting in the Mayor's absence. He congratulated the City staff <br />responsible for the beautification efforts at Western Avenue and Halcyon <br />Drive, as well as the neighborhood entry markers, which he feels are <br />very nice and project a good image for the City. He concluded by <br />stating he was going to complain about the weeds on Fairway Drive, but <br />they were taken care of today. <br />E. Gary Nayman, 1470 View Drive, addressed the Council regarding the ISTEA <br />Reauthorization Item on the Agenda under New Business. He commented <br />that, if the Council is only going to act on whether to support the <br />five-year act which was enacted in 1992, he has no problem. But, if the <br />Council will be taking a position on any of the proposals currently <br />being reviewed, Council should take a serious look before acting and <br />review what the new acts will do in terms of impacts on San Leandro. He <br />feels the Council, if acting on the proposals, should act on only those <br />that would best benefit the City. <br />Mayor Corbett responded that the item before the Council this evening is <br />extension of the funding we have received in the past. The goal is to <br />obtain an extension of the funding that has been obtained through ISTEA <br />and to make it more flexible in order to use the funds where they are <br />most needed. These monies would be used to supplement the City's <br />funding dollars. <br />Council Member Galvan requested that he be provided with a copy of the <br />proposed legislation and proposals that are before Congress at this <br />time. <br />Mayor Corbett responded that she would be happy to provide that <br />information to the Council but reminded them that information changes <br />regularly, and the matter before the Council this evening is very <br />general. <br />F. Lou Filipovich, 15376 Laverne Drive, addressed the Council regarding the <br />New Business item with respect to Intermodal Service and the funding <br />that goes along with it. He suggested the Council research what <br />"Purchase Transportation" means and how it stands, especially with how <br />it would relate to liability insurance. He would like to see this <br />Transportation Act expire, totally get out of the business, and not get <br />further involved in it. All this is going to do is set up another means <br />of projects without proper funding which will have to be increased in <br />some shape or form - that's why it is having trouble in Congress. He <br />called to the attention of Council that they are talking about <br />Intermodal Service - that involves railroad, steamship, and motor truck <br />
