Minutes - City of San Leandro City Council, Page - 4 - <br />San Leandro Economic Development Agency, San Leandro <br />Industrial Development Authority, San Leandro Parking Authority, <br />San Leandro Public Financing Authority, and San Leandro <br />Redevelopment Agency Joint Meeting - June 16, 1997 <br />automobiles and that it is just a dilapidated site, in general. He <br />concluded by stating that the City of San Leandro will benefit from this <br />development as it will be receiving taxes from the residents who will <br />eventually move there. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating he <br />has no opposition to the proposal. He stated what we are really talking <br />about is redevelopment, economic development, industrial development, <br />and planned development. He stated that this site really qualified to <br />be deemed "blighted." He questioned and stated that he does not know of <br />any street named Ottawa "Street"; it is Ottawa "Avenue." He asked if <br />this planned development overlay district required taxpayer's revenue <br />funding? He also asked if this project's developer's building permit <br />costs include any pass-through fee taxes for the City or from the City <br />to other local taxing agencies? <br />Mr. Filipovich continued by commenting on an item on the Consent <br />Calendar relating to the First-Time Buyer Program. He stated he knows <br />it will apply to the citizens of San Leandro and that it will apply to <br />this project. He expressed his concern with how the Resolution is <br />written, indicating that it states, ..the loan repayment term from 30 <br />to 20 years..." and "...allowing all loan repayment income to be added <br />to the Program budget." He noted it is referring to the Redevelopment <br />Agency Program budget. He added that there is not one single word about <br />paying Redevelopment Agency debt. He would like the Council to address <br />that issue. He asked if the Resolution actually applies to the Ottawa <br />Avenue project along with the rest of City of San Leandro taxpayers? He <br />concluded by stating the Resolution that will be passed tonight does not <br />provide any benefit for the average taxpayer. All the Resolution <br />guarantees is decades of taxpayer revenue from the renters' and <br />homeowners' property taxing systems. He stated the bottom line is that <br />we have to start paying off debt. <br />Sean Taylor, responding to comments, noted their proposal includes one <br />floor plan that does include a bedroom downstairs, as well as a <br />bathroom. <br />Fritz Wooster, in response to comments, noted that they are not a union <br />builder, but the bulk of the subcontractors will be union contractors. <br />There being no further comments from the public, on motion of Council <br />Member Polvorosa, seconded by Council Member Loeffler, and carried by a <br />majority vote (7), the Public Hearing was closed. <br />
