<br />Minutes - City of San Leandro City Council Meeting Page - 2 - <br />August 4, 1997 <br />3. PUBLIC HEARINGS <br />A. Matter of Imposing Liens for Non-Payment of Delinquent City Service <br />Charges. <br />This being the time and place for the Public Hearing on the above <br />matter, Jim O'Leary, Assistant Finance Director, gave the staff report <br />and indicated to Council that he placed before them an updated lien list <br />for non-payment of Refuse and Sewer Service Charges. <br />Council asked and questions were answered clarifying certain properties <br />listed. <br />The Hearing was then opened to the public. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating the <br />liens are a misnomer to him. He questioned what has been reviewed or <br />not reviewed and asked how the liens take place? He commented on recent <br />bond measures that have passed which have placed an unfair burden on the <br />senior citizens of our community. He continued by stating the Council <br />has the power through the Charter, by a majority vote, to remove the <br />Real Property Transfer Tax and the Water Runoff Fee. <br />City Manager John Jermanis explained how the liens are placed on the <br />properties. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Polvorosa and Galvan. Ayes: 6; Noes: 0; Absent: Loeffler <br />The following Resolution was then introduced: <br />- Resolution No. 97-92, Resolution Confirming Reports of the Finance <br />Director, Imposing Liens for Non-Payment of Delinquent Sewer/Refuse <br />Service and Weed Abatement Charges (authorizes the City to forward <br />tax liens to Alameda County for assessment on the 1997-98 tax rolls <br />for unpaid, delinquent charges). (1221/1197) <br />M/S/C Polvorosa and Young. Ayes: 6; Noes: 0; Absent: Loeffler <br />B. Matter of City's 1997-98 Annual Appropriation Limit. <br />This being the time and place for the Public Hearing on the above <br />matter, City Manager John Jermanis gave a brief report, and it was noted <br />that Council had received two revised schedules for the Resolution <br />Establishing the Appropriation Limit. It was noted that the 1997-98 <br />revenue sources for appropriations were originally under-reported and <br />have been corrected to total $72,524,300. <br />The Hearing was then opened to the public. <br />
