Minutes - City of San Leandro City Council Meeting Page - 3 - <br />August 4, 1997 <br />Lou Filipovich, 15376 Laverne Drive, addressed the Council and inquired <br />if this budget had included in it consideration for paying off any debt <br />or bonds? <br />The City Manager responded that it does address those issues. <br />Mr. Filipovich continued on by inquiring how the average citizen could <br />get separate debt information on the City? <br />Carl Rodriguez, 1890 Washington Avenue, addressed the Council and asked <br />that funding be generated for additional animal control officers. He <br />noted he has been experiencing a troublesome situation where there is <br />continual dog barking in his neighborhood, and the current Animal <br />Control Officer does not have the time to address the problem. <br />Mr. Rodriguez was encouraged to leave his name and phone number with the <br />Assistant City Manager so that staff could respond to his concerns. <br />There being no further comments from the public, the Public Hearing was <br />closed. <br />M/S/C Young and Polvorosa. Ayes: 6; Noes: 0; Absent: Loeffler <br />The following Resolution was then introduced: <br />- Resolution No. 97-93, Resolution Establishing Appropriation Limit, <br />Fiscal Year 1997-98 (establishes the City's spending limit for the <br />1997-98 budget, as required by State law). (2341) <br />M/S/C Young and Galvan. <br />Ayes: 6; Noes: 0; Absent: Loeffler <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Howard Kerr, 15388 Norton Street, addressed the Council regarding the <br />upcoming Neighborhood Watch Night Out and noted he will be hosting one <br />at his home on Tuesday, August 5, 7:00 to 9:00 p.m., in his front yard. <br />He continued by commenting on the number of development signs on private <br />property, as well as on public property, which are a nuisance. <br />Staff acknowledged that the development signs on the private property <br />that he was referring to with regard to Heron Bay, will be removed by <br />Friday. <br />Mr. Kerr continued with a request to consider the removal of a red <br />parking zone in front of 15352 Andover. He noted the person who <br />originally requested the red zone no longer lives there. <br />
