Minutes - City of San Leandro City Council and Page - 3 - <br />San Leandro Redevelopment Agency Meeting - October 6, 1997 <br />The Mayor asked Ms. Gonzales to leave her telephone number and the <br />contact person's name with the Sheriff's Department so that staff could <br />investigate the matter. <br />B. Carey Walker, 471 Santa Monica, addressed the Council and thanked Vice <br />Mayor Loeffler for giving him the address of the railroad so that he <br />could forward his concerns to them. He referenced recent accidents in <br />town and added that there is a need to crack down on the DMV for giving <br />out licenses to people who don't know how to drive. <br />C. Lou Filipovich, 15376 Laverne Drive, addressed the Council, referencing <br />the "Devil's Wedding" which took place at the Joint Meeting of the <br />Oakland and San Leandro City Councils on September 29, 1997, in Oakland. <br />He questioned, with regard to this redevelopment, how much it will cost, <br />who will pay, and for how long? He pointed out that he felt there was <br />a violation of the Brown Act at the Joint Meeting as there was no public <br />input for someone who came in late. He commented that a person had to <br />fill out a speaker card in advance in order to speak, which is the <br />standard policy for the City of Oakland. <br />Mr. Filipovich added that, of the top 20 cities that are listed with <br />regard to total Redevelopment indebtedness, Oakland ranks 14th. <br />Mr. Filipovich further stated that San Leandro has two sets of rules <br />when it comes to tax bills - referencing lighting and landscape- <br />maintenance assessment districts. He noted the people are entitled to <br />know exactly how much this is going to cost. <br />Mr. Filipovich then referenced Item I under the Consent Calendar (policy <br />on Oversize Vehicles) and stated it should be eliminated. <br />With regard to New Business, Item B (the proposed garbage and recycling <br />ordinance), he commented he feels this should not be allowed. <br />5. CONSENT CALENDAR <br />Consent Calendar items are typically routine in nature and are considered <br />for approval by the City Council with one single action. The City Council <br />may remove items from the Consent Calendar for purposes of discussion. <br />Items listed on the Consent Calendar are deemed to have been read by title. <br />Items B, J and K were removed from the Consent Calendar to New Business. <br />The remaining items on the Consent Calendar were approved as follows: <br />M/S/C Loeffler and Glaze. Ayes: 7; Noes: 0 <br />A. Minutes of the Meeting of September 15, 1997. Approved as submitted. <br />B~ Resolution Approving Contractual Services Agreement with Hammon, Jensen, <br />Wallen & Associates, Inc., Relating to Digital Orthophotograph <br />Production (provides for aerial, computerized mapping system of the <br />City). Removed from the Consent Calendar to New Business. <br />
