the design of the project. In telling LAVWMA what the concerns are, then they can <br />incorporate that into their design. I think the City Attorney's point is that these things <br />need to be put down in writing, given directly to LAVWMA, let LAVWMA respond to <br />them and incorporate them into their design. The agreement that's there - it may be that <br />it would be more specific, where in the past we talked in terms of landscaping and <br />irrigation - it may be that you would want to ask something like the City Attorney <br />commented on -there may be mitigations for traffic on adjacent streets, or something <br />like that, to put it into some kind of a context so that it is in the agreement and they can't <br />later say that "we didn't understand that" or "we didn't know." To try and come down <br />with the very specific items that would go into a mitigation tonight - I just don't think <br />that it can be done because we don't know what the project is at this time. We know <br />that they will be building a pipeline or refurbishing an existing pipeline to bring that flow <br />to the de-chlorination facility in San Leandro. The existing line that is there, I don't <br />believe is lazge enough to handle that. But, they have several options that they can either <br />build a huge line and abandon that one later, or build another smaller line and keep the <br />two in parallel. That decision has not been made yet. There's another point -I'll really <br />scramble the eggs on this one - as you may or may not know, we are entering into an <br />agreement with LAVWMA, but the terms of that agreement and moving forwazd with <br />the project, is dependent upon elections in the City of Pleasanton and Livermore. In the <br />past, that was an insurmountable problem because if they didn't go, the project dropped. <br />However, under this proposal that is before you tonight, LAVWMA has cleaned up some <br />of their political problems - I wish EBDA could do as well -and they have agreed that <br />if either or both of the cities - if they do not pass the elections, Dublin -San Ramon <br />October 20, 1997 -Verbatim Transcript, Item 6.A 22 <br />
