Minutes - City of San Leandro City Council and Page - 6 - <br />San Leandro Redevelopment Agency Meeting - October 20, 1997 <br />J. Bob Taylor, addressed the Council regarding recyclables and noted they <br />are not tracked; only disposables are tracked. He added that the only <br />goal is a reduction in the amount that goes to the landfill. <br />K. Lou Filipovich, 15376 Laverne Drive, addressed the Council, stating, "An <br />Appeal will be filed on behalf of Senior Citizens/Taxpayers/Voters who <br />agree and/or support challenging the decision-making process requiring <br />the new Walmart project within the City of San Leandro, respectfully <br />submitted for the record by Lou Filipovich, Senior Taxpayer and voter." <br />He referenced AB 939 and Measure D, noting they both, very specifically, <br />say one thing: sewer, garbage, recycling and green waste applies to <br />whoever has control or provides the service. It does not apply to the <br />individual, residential property owner. That is what you need to bear <br />in mind. He stated his concern that the ordinance does not clearly <br />specify -- it only says "residential" -- and that includes everyone in <br />town who is residential. He called the Council's attention to the <br />September 29th Joint Meeting of the Oakland/San Leandro City <br />Councils/Redevelopment Agencies, and noted he has been told that ABAG <br />funding is not redevelopment. So, his problem with it is, if ABAG is <br />not redevelopment money, he has yet to get an answer on how ABAG is <br />becoming the funding source for a redevelopment project. <br />L. Harold Perez, 2052 Vestal Court, addressed the Council and thanked <br />Council Member Lothrop for changes in his district with respect to <br />police presence. He also asked when the noise monitors would be in <br />place. <br />Staff responded that they are not certain, but locations are being <br />reviewed. It was noted that the Airport has agreed to use portable <br />monitors in several locations and that more information should be <br />available next week. <br />Council Member Lothrop commented that there needs to be a meeting with <br />officials on how to hold the Port accountable. She also added that <br />there is a need to place the monitors where they work best for San <br />Leandro. <br />Tiffany Peterson, 2075 134th Avenue, addressed the Council, stating she <br />has applied for the Youth Advisory Commission and just wanted to <br />introduce herself to the Council. <br />
