(1078/1934) <br />- Adopted <br />6. NEW BUSINESS <br />A. Matter of Council Direction to Its East Bay Dischargers Authority <br />Representative Regarding Approval of an Agreement Between the Livermore- <br />Amador Valley Water Management Agency and the East Bay Dischargers <br />Authority. <br />This item has been transcribed verbatim, as requested by Council Member <br />Young and agreed upon by the Council. The transcript is attached to <br />these Minutes for the record. <br />The following Motion was then introduced: <br />Minute Order No. 97-45, Matter of Council Direction to Its East Bay <br />Dischargers Authority Representative Regarding Approval of an Agreement <br />Between the Livermore-Amador Valley Water Management Agency and the East <br />Bay Dischargers Authority. (1221) <br />The City Council created and appointed Council Members Galvan, <br />Polvorosa, and Glaze to a City Council Subcommittee to develop <br />mitigation measures for San Leandro to be proposed for inclusion in an <br />Agreement Between the Livermore-Amador Valley Water Management Agency <br />and the City of San Leandro; and, for the Subcommittee to return with <br />their recommendations at the November 3, 1997, Gity Gouncil Meeting. <br />M/S/C Loeffler and Young. Ayes: 7; Noes: 0 <br />B. Report on Closed Session Actions Taken. <br />The City Attorney reported there was no action taken. <br />7. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Lou Filipovich, 15376 Laverne Drive, addressed the Council, noting the <br />LAVWMA issue should be placed on the ballot. He feels the landscaping <br />will include lighting and will create a maintenance district, which <br />would require a vote of the people. With regard to the garbage <br />ordinance, he asked the Council to get the message out -- this does not <br />apply to anyone who is serviced by Ora Loma. <br />
