Ordinance No. 97-030, An Ordinance Reclassifying Certain Property Herein <br />Described as to Zoning District and Amending Zoning Map (A-97-9), 532- <br />536 Callan Avenue. (1099/1024) <br />- Adopted <br />6. NEW BUSINESS <br />A. An Ordinance Adding Article 10 to Chapter 1, Title IV of the San Leandro <br />Municipal Code Prohibiting Interference with Monarch Butterflies. <br />Dave Bohne, Director of Community Services, introduced Kathi Heimann, <br />Community Services Programs, who gave a brief report on the program. <br />Jeff Vasconcellus, Naturalist, gave an overview of the Monarch Butterfly <br />Program and encouraged the Council to support the program, as well. <br />The following Ordinance was then introduced: <br />Ordinance No. 97-031, An Ordinance Adding Article 10 to Chapter 1, Title <br />IV of the San Leandro Municipal Code Prohibiting Interference with <br />Monarch Butterflies. (1413) <br />- Passed to Print <br />M/S/C Glaze and Lothrop. Ayes: 6; Noes: 0; Absent: Young <br />B. Report on Closed Session Actions Taken. <br />The City Attorney reported there was no action taken. <br />7. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Carey Walker, 471 Santa Monica, addressed the Council regarding crime in <br />San Leandro. He commented on how he had been given notice to lock up <br />bicycles in Mission Bay. He also commented on the proposed raises for <br />the Oakland City Council. <br />B. A lady from the audience clarified that next week's Council Meeting will <br />not start until 8:00 p.m. due to the Veteran's Day Parade Pre- <br />Festivities. <br />C. Lou Filipovich, 15376 Laverne Drive, addressed the Council and remarked <br />that having to do a verbatim transcript is not an acceptable answer far <br />the Minutes being late. <br />He continued by commenting on the Monarch Butterfly Ordinance and <br />questioned who would be policing it and would it cost the taxpayers. <br />
