Complete North Field Flight Route testing program by April 1998, and <br />negotiate with FAA to refine flight patterns for incoming flights <br />from the north and east. <br />6. Assess the City and Port's emergency-response capabilities, and enter <br />into a special, mutual-aid and community-education agreement with the <br />c;ty. <br />7. Provide a minimum, 1,000-foot-long, northbound, right-turn lane on <br />Doolittle at Davis. Provide a free, right-turn lane for westbound <br />traffic on Davis Street turning north onto Doolittle Drive. Install <br />channelized islands that would separate the westbound and northbound <br />right turns from through movements on these legs and would separate <br />northbound-through from westbound-to-northbound right-turns. <br />Council Member Lothrop, Chair of the Committee, noted the Council, <br />staff, and many of San Leandro's citizens have put a great deal of time, <br />thought, and research into this issue. She noted there were a year's <br />worth of meetings, weeks of research and correspondence, hours of <br />discussion and planning, and in October a resolution was passed by the <br />San Leandro School Board. She added that, in the past, the City of San <br />Leandro has taken the "high road" in its dealings with the Port of <br />Oakland, presenting issues openly and honestly, and the expectation was <br />that San Leandro would be treated the same. She further noted, in her <br />opinion, the Port took advantage of this positive attitude, and that is <br />not acceptable. She pointed out that the Committee has proposed sound, <br />workable solutions that will help to mitigate some of the quality-of- <br />life issues the citizens of San Leandro have lived with for quite some <br />time. She added that it would be wise for the Port to act favorably on <br />the proposal and accept all seven of the mitigation measures. If they <br />do not, then we will be forced into legal action. Either way, it is <br />time for all of us to get tough with the Port of Oakland. <br />Vice Mayor Loeffler commented that he agrees with the Chairperson's <br />comments. He stated, also, in the process of looking at this issue, <br />there has to be a willingness on our part to recognize that we are a <br />smaller city going against the Port of Oakland. We have to be using all <br />of our resources in that process. He added that we also need to be <br />prepared to create a coalition of effort from our community to include <br />other jurisdictions, the other School Districts, the City of Hayward, <br />the village of San Lorenzo, the City of Alameda, and if possible, <br />involve Alameda County. He feels it will take a collective effort from <br />all agencies and working with the residents if there is no success in <br />getting their attention with the proposal that is being put forth in <br />this EIR process. <br />Council Member Polvorosa commented that the Airport is recognized as a <br />regional entity, but the Port of Oakland does not recognize that. They <br />control the Airport; and, even though it impacts the whole region, they <br />don't particularly seem to care what the impacts are to the outside <br />community, meaning Alameda, Hayward, San Lorenzo, and San Leandro. He <br />feels it is a shame it has to come to this. He is proud that we came up <br />with the seven mitigation measures - he feels they are good resolutions. <br />
