Minutes - City of San Leandro City Council Meeting Page - 3 - <br />November 24, 1997 <br />Mayor Corbett questioned the traffic congestion at 98th Avenue and <br />Hegenberger Road and asked if that was looked at on a regional level. <br />Staff responded that there is an Airport Roadway Improvement Plan with <br />proposed improvements for 98th Avenue, but staff will continue to keep <br />an eye on that and get back to the Council with information when <br />possible. <br />The Mayor requested that public comments be taken at this time. <br />2. PUBLIC COMMENTS/OPEN FORUM <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Tony Santos, 14495 Nassau Road, addressed the Council and complimented <br />the Ad Hoc Committee and the whole Council for taking this issue to <br />heart. He added that this Council has been very receptive. He noted <br />last Wednesday, November 19, 1997, 39 representatives from various <br />groups met to discuss this issue, which shows how this issue transcends <br />the community. He asked for the Council's support for the resolution <br />and to negotiate these mitigation measures with the Port of Oakland. <br />Regarding the mitigation measures, he noted he is supportive of the <br />request to cease all outside engine testing between midnight and 6:00 <br />a.m. but questioned if it could begin earlier. He commented that he <br />would like to see us come out with something like the implementation <br />plan. Noise monitors should be placed appropriately. He suggested, if <br />the Port is not receptive to the mitigation measures, we should oppose <br />the recertification of Measure B as long as there is funding included in <br />it for the Airport. <br />B. Howard Beckman, Representing the San Lorenzo Homeowners' Association, <br />addressed the Council and noted they will be submitting written comments <br />regarding the Airport Expansion Plan. He added that the Port of Oakland <br />is out of control, and they are concerned it appears the position of San <br />Leandro is not the same as Alameda. He feels everyone should be on the <br />same side. The scope of the Expansion Plan is inconceivable, and it is <br />not clear whether these measures being proposed are to deal with the <br />existing noise or the Expansion Project. He asked the Council to make <br />sure it understands mitigation of existing noise is very different from <br />mitigation of proposed noise. <br />Council Member Lothrop mentioned that the City is cognizant of the time <br />constraints as they pertain to the EIR process. It was noted the City <br />will be meeting with surrounding representatives to discuss the issue of <br />having the Port regionally governed. <br />
