~`.
Minutes - City of San Leandro City Council Meeting
November 24, 1997
Page - 7 -
Council Member Young commented she likes the idea that Vice Mayor Loeffler
suggested - that perhaps San Leandro take the lead on developing something
like the Alameda Airport Commission. She does not believe San Leandro is
the only small city next to a large city in the United States with an
airport. She believes this problem is universal, and it will only get
worse, not better. She added, since Mayor Corbett is a member of the U.S.
Conference of Mayors, and we are all members, as a City, of the National
League of Cities - she thinks it is important this issue be brought to the
forefront with the National League and the U.S. Conference of Mayors to see
if we can get a broader coalition of cities and find out what their approach
has been. She continued by stating the sooner we propose an Airport
Commission for San Leandro, the better. She also likes the concept of
bringing a regional group together, especially in northern California.
There is a need to look at the broader issues. In conclusion, she asked if
mitigation #3 could be revised to state that they would cease all outside
engine testing between the hours of 10:00 a.m. and 6:00 a.m.
The City Attorney responded that could be done, as well as the resolution
before the Council would reflect the bulleted mitigation measures as set
forth in the staff report.
Council discussion ensued regarding whether or not to add the protective
walkways issue to the resolution, and it was noted that issue, as well as
issues of traffic mitigation for other streets, should be sent back to
staff. The issue of a protected pedestrian walkway for Davis Street could
be added to the statement under mitigation measure #7.
Council discussion ensued regarding the forming of an Airport Commission,
and it was noted the issue would be referred to the City Council's Committee
on Committees.
The following Resolution was then introduced:
- Resolution No. 97-152, Resolution Requesting the Port of Oakland to
Adopt Airport Noise Mitigation Measures and Authorizing Litigation.
(1215/1270
M/S/C Lothrop and Loeffler. Ayes: 7; Noes: 0
4. ADJOURN
The City Council adjourned its meeting at 8:40 p.m. It was noted there
would be no Council Meeting on December 1, 1997, due to a lack of a quorum.
Attest:
G yle tersen, City Clerk
APPROVED:
LLE C BET
Ma or of the City of San Leandro
F:\MINUTES11997\112497
