1.0 PROJECT DESCRIPTION <br />SERVICE TO RECYCLED WATER TO OYSTER BAY REGIONAL PARK <br />The City is proposing to provide disinfected tertiary recycled water to Oyster Bay Regional Park <br />far irrigation. Oyster Bay Regional Park is a 157-acre park, owned and managed by the East Bay <br />Regional Parks District (EBRPD), that was once a landfill (see Figures 1-2 and 1; 3). Part of the <br />park has been developed into landscaped picnic areas, with benches and walkways, in addition <br />the Bay Trail encircles the park, but most of the land is undeveloped. The park is crisscrossed <br />with a network of dirt, gravel; and paved trails. <br />The provision of recycled water to this park would involve: <br />Constructing a recycled water disinfection and filtration facility at the WPCP; <br />Constructing a pipeline to convey the recycled water to Oyster Bay Regional Park; and <br />Installing an irrigation system at the park. <br />PROPOSED RECYCLED WATER DISINFECTION AND FILTRATION FACILITY <br />AT THE WPCP <br />Similar to the water recycling plant for the Marina Park facilities, the treatment for the recycled <br />water to be used at the Oyster Bay Regional Park would require approximately 800 gpm <br />(1.15 mgd) filtration and ultra violet (LJV) disinfection capacity. This capacity assumes 24-hour <br />treatment and storage in existing tanks at the WPCP. The disinfection and filtration facility <br />would be at the WPCP, and would require approximately 400 square feet of space. <br />STORAGE <br />Recycled water storage for service to Oyster Bay Regional Park would use one or more empty <br />tanks at the WPCP. A 2,400 gpm (3.5 mgd) above grade pump station to deliver recycled water <br />from the storage facility to Oyster Bay during the irrigation period of approximately 10:00 p.m. to <br />5:00 a.m. would also be constructed. <br />PROPOSED PIPELINE TO OYSTER BAY REGIONAL PARK <br />The City is proposing to implement one of two pipeline alignments, referred to herein as the <br />Northern Pipeline Route and the Southern Pipeline Route. Both routes are described below and <br />analyzed in detail in this Initial Study/Mitigated Negative Declaration. The City's preferred <br />alignment is the Northem Pipeline Route. Should construction of a proposed pedestrian bicycle <br />bridge along this route be delayed such that its implementation would substantially delay the <br />City's Water Recycling Project, the City would construct the pipeline along the Southern Pipeline <br />Route.
