Department is the custodian of the documents or other materials forming the basis for this <br />determination. <br />NOW, THEREFORE, the City Council of the City of San Leandro adopts the <br />attached Mitigated Negative Declaration and Mitigation Monitoring Program, and finds <br />and resolves as follows: <br />1. The Mitigated Negative Declaration reflects the City's and consultant's <br />independent judgment and analysis on the potential environmental effects of the proposed <br />Recycled Water Project and was presented to the City Council prior to its consideration <br />of said project. <br />2. On the basis of the whole record before the Council, including the initial <br />study, there is no substantial evidence that the proposed Recycled Water Project will have <br />a significant effect on the environment. <br />Introduced by Councilmember Santos on this Th day of March, 2005 and passed <br />and adopted by the following called vote: <br />Members of the Council: <br />AYES: Councilmembers Badger, Glaze, Grant, Nardine, Santos, Stephens (6) <br />NOES: None (0) <br />ABSENT: Mayor Young (I) <br />i <br />ATTEST: ~a~a QYL <br />Marian Handa, City Clerk <br />RESOLUTION NO. 2005-020 2 <br />
