Department is the custodian of the documents or other materials forming the basis for this <br />determination. <br />NOW, THEREFORE, the City Council of the City of San Leandro adopts the <br />attached Mitigated Negative Declaration and Mitigation Monitoring Program, and finds <br />and resolves as follows: <br />1. The Mitigated Negative Declaration reflects the City's and consultant's <br />independent judgment and analysis on the potential environmental effects of the proposed <br />Recycled Water Project and was presented to the City Council prior to its consideration <br />of said project. <br />2.
