~ sAN tF NOTICE OF INTENT <br />O_~.,~~ 9 <br />~a --~- do TO ADOPT A MITIGATED NEGATIVE <br />~ o DECLARATION <br />AND <br />~~c°9p°RR~°~$^~ NOTICE OF AVAILABILITY <br />FOR A PROPOSED RECYCLED WATER PROJECT <br />PROPOSAL: The City of San Leandro (City) Department of Public Works proposes, to adopt a <br />Mitigated Negative Declaration (MND) for the San Leandro Recycled Water Project. The City is <br />proposing to build two water recycling disinfection and filtration facilities, approximately <br />0.80 mile of transmission pipeline, and irrigation systems to provide recycled water for irrigation <br />to the following areas: Monarch Bay Golf Complex; Marina Pazk, the Marina Pazk/Par Course, <br />road medians near and around the Monarch Bay Golf Complex and Marina Park; and Oyster Bay <br />Regional Park. The recycled water produced by the project would be used for irrigation only in <br />accordance with state requirements. <br />The MND and Initial Study describe the proposed Project, analyze whether any potential <br />significant environmental impacts would result from the Project, and describe measures that <br />would mitigate any potential impacts. Potentially significant impacts were identified in aesthetics, <br />air quality, biological resources, cultural resources, hazardous materials, hydrology, noise, <br />recreation and public services. The potentially significant impacts can be mitigated to less than <br />significant levels with implementation of mitigation measures. <br />LOCATION: All proposed facilities are in the western part of the Ciry, south of the Oakland <br />Airport, north of the Alameda Flood Control Channel> west of I-880, and east of San Francisco <br />Bay. Facility construction would occur at the San Leandro Water Pollution Control Plant (water <br />recycling disinfection and filtration plant and transmission pipelines), located at the western <br />terminus of Davis Street; within the Oyster Bay Regional Park (transmission and irrigation <br />pipelines); at the Monarch Bay Golf Complex (water recycling disinfection and filtration plant); <br />at the Marina Park/Paz Course and roadway medians (imgation pipes); and in City streets <br />(transmission pipeline in Davis Street near the Water Pollution Control Plant, and Monarch Bay <br />Drive near South Dike Road). <br />REVIEW PERIOD: The state-mandated 30-day public review period for the MND/IS is from <br />December 10, 2004 through January 9, 2005. Written comments may be sent to the attention of <br />Robert Rockett, Public Works Service Director, 14200 Chapman Road, San Leandro, CA 94578 <br />by 5:00 PM on January 9, 2405. The San Leandro City Council will consider adoption of the <br />MND and approval of the proposed project at a future meeting tentatively anticipated in February <br />2005 (separate noticing will be accomplished once a definitive date is known). Written and oral <br />comments may also be submitted at the future City Council meeting. <br />The MND and all associated documents are available for public review during regular business <br />hours at the San Leandro Public Service Works Office> located at 14200 Chapman Road, <br />San Leandro; or at the Community Development Department at City Hall, 835 E. 14th Street, <br />San Leandro.
