2.0 ENVIRONMENTAL CHECKLIST <br />could undergo violent to very violent ground shaking in the event of an earthquake (ABAG, 2004a). Soil <br />disturbance as a result of Project construction can be controlled by standard erosion-control techniques to <br />prevent pollution of surface waters. <br />DISCUSSION <br />a) The Project would not expose people to substantial adverse risks of loss, injury, or death since the <br />Project does not include construction of habitable structures. The site is not within an Alquist- <br />Priolo "Earthquake Fault Zone" for fault rupture hazard, and the potential for fault rupture to <br />damage the pipeline and associated facilities is considered low. <br />Portions of the pipeline alignments are in an area that is partly reclaimed tidal baylands and <br />therefore the Project site is classified as having a high to very high liquefaction potential; <br />however, the pipelines and water disinfection and filtration plant will be partially sited in a raised <br />levee, reducing the liquefaction potential. In addition, adherence to generally accepted <br />construction practices would reduce the impact of liquefaction hazards to less than significant. <br />Landslide potential is considered low due to the flat terrain at the Project site. <br />Extreme earth movement could impact the integrity of the Project as the result of pipeline rupture. <br />Because the pipelines are within a previously graded, engineered, and developed area, potential <br />for ground failure is considered to be low. <br />b) Construction activities involving soil disturbance, such as excavation, stockpiling, and grading <br />could result in increased erosion and sedimentation to surface waters. Substantial erosion is <br />considered unlikely because of the relatively small scale of earthmoving activities necessary for <br />Project implementation. Implementation of standard engineering erosion-control techniques (see <br />Measure WQ-1, in Section VIII, Hydrology and Water Quality) would reduce potential impact <br />to water quality to ales-than-significant level. <br />c) The pipeline alignment and associated facilities are in an area that would experience violent to <br />very violent shaking in the event of a major earthquake along the Hayward fault. With proper <br />engineering, the construction and operation of the Project is not expected to result in any <br />significant adverse short- or long-term impacts related to geology, soils or seismicity. <br />d) The Project is not located in expansive soils as defined by the Uniform Building Code (UBC). <br />e) No septic tanks are proposed for the Project; therefore, no impacts are anticipated. <br />MITIGATION MEASURE <br />Implement Measure WQ-1 (in Section VIII, Hydrology and Water Quality) <br />San reaodro kuycled Water Project 2-24 ESA /?A3193 <br />Draft 1S/ivIND <br />
