2.0 ENVIRONMENTAL CHECKLIST <br />pipeline. Measures HM-1 and HM-4 would mitigate the inadvertent misuse of hazardous <br />materials. <br />d) The proposed pipelines and associated facilities would be in areas zoned as commercial, recreation, <br />industrial, open space, public and semi-public and residents. Based on the results of an <br />environmental database search, there are no known hazardous naterial contaminated sites itn the <br />immediate Project area that may affect the Project. The RWQCB shall require contractors to <br />prepare and submit a Health and Safety Plan, with specific provisions to protect both workers and <br />the public during construction (see Measure HM-1), and shall revise the WPCP's Hazardous <br />Materials Business Plan, with protection measures for all other times (see Measure HM-4). The <br />implementation of these measures, if contamination is encountered, would reduce potential impacts <br />to ales-than-significant level. <br />e,f) The Oakland International Airport is located northeast of the WPCP. However, as discussed in the <br />Project Description, the Project consists of underground pipelines and one small building and is not <br />located on the airport property. Therefore, the Project would not interfere with any airport <br />operations. <br />g) The pipeline and associated facilities would not be expected to interfere with an emergency <br />response plan or emergency evacuation plan. Please also refer to the Traffic section for a <br />discussion of emergency access during construction. <br />h) The Project is within an urban setting and would not expose people to wildfire risks; therefore, no <br />impacts are anticipated. <br />MITIGATION MEASURES <br />Measure HM-1: Prepare a Health and Safety Plan. Prior to issuance of grading permits, the <br />City shall require the contractor to prepare a Health and Safety Plan that includes aProject- <br />specific contingency plan for hazardous materials and waste operations before construction <br />activities could begin. The Health and Safety Plan shall be applicable to all construction <br />activities, and shall establish policies and procedures to protect workers and public from potential <br />hazards. The plan shall be prepared according to federal and California OSHA regulations for <br />hazardous materials Health and Safety Plans. <br />Elements of the plan shall include, but not be Iirnited to, the following: <br />A discussion of hazardous materials management, including delineation of hazardous <br />material storage areas, access and egress routes, waterways, emergency assembly areas, <br />temporary hazardous waste storage areas; <br />Notification and documentation procedures; and <br />Spill control and countermeasures, including employee spill prevention/responsetraming. <br />Measure HM-2: Consultation with Utilities. Prior to final design, the proposed pipeline <br />alignment shall be provided to all utilities and pipelines that may be within the construction right- <br />of-way to verify no conflict between the proposed alignment and existing utilities. Verification <br />of no utility conflict shall be provided by the utilities lea the City. <br />~ Database search conducted by BBL environmental Information (BBL) on October 15, 2004 (BBL, 2004).
