2.6 ENVIItONMENTAL CHECKLIST Measure HM-3. Notification of USA. Prior to construction, the City shall require that the area of construction be marked and Underground Service Alert (USA) be notified at least 48 hours prior to beginning construction. The City shall require that the USA Ticket be current through the construction phase. In addition, a private underground utility locator shall be retained to verify no utility conflicts within the digging area prior to construction. Measure AM-4: The City shall 1) revise the existing Hazardous Materials Business Plan for the WPCP and 2) prepare a new Hazardous Materials Business Plan for the water recycling plant. The Hazardous Material Business Plans shall identify hazardous material handling and storage, including containment, site layout, and emergency response and notification procedures far a spill or release from tanks. The plan must include: ^ An inventory of hazardous materials with specific quantity data, storage or containment descriptions, ingredients of mixtures, and physical and health hazard information; ^ Site and facility layouts that must be coded to chemical storage areas and other facility safety information; ^ Emergency response procedures for a release or threatened xelease of hazardous materials; ^ Procedures for immediate notification of releases to the administering agency; ^ Evacuation plans and procedures for the facility; ^ Description of employee training in evacuation and safety procedures in the event of a release or threatened release of hazardous materials consistent with employee responsibilities, and proof of implementing such training on an annual basis; and ^ Identification of local emergency medical assistance appropriate for potential hazardous materials incidents.
