2.0 ENVIRONMENTAL CHECKLIST <br />Permit and develop aProject-specific SWPPP prior to commencement of any construction <br />activities. Development of a SWPPP, implementation of Best Management Practices (BMPs), <br />and compliance with SWRCB NPDES permit requirements would reduce potential impacts <br />associated with sedimentation or pollutant concentrations in storm water runoff originating from <br />construction activities. In addition, BMPs as required by Measure WQ-1 for erosion control, <br />would avoid potential erosion and sedimentation impacts to storm drains and/or receiving waters. <br />g,h,i) Executive Order 11988 requires federal agencies to prepare floodplain assessments for actions <br />located within or affecting floodplains; Executive Order 11990 places similar requirements on <br />actions in wetlands. Portions of the proposed pipelines are within 100-year and 500-year <br />floodplain and a wetland; however, proposed construction would not affect drainage or flooding <br />conditions. The Project does not propose homes or other habitable structures within the 100-year <br />flood boundary. The Project does not include any new structures that would impede or redirect <br />flood flows. Therefore, no impacts relative to flooding are anticipated. <br />j) The Project area is not subject to seiches, tsunamis, or mudflows, and no impacts are anticipated. <br />MITIGATION MEASURES <br />Measure WQ-1: Best Management Practices shall be implemented to minimize potential <br />water quality impacts during construction. <br />The City shall require contractors to implement Best Management Practices (BMPs) for <br />construction activities as specified by the California Storm Water Best Management Practices <br />Handbook (Storm Water Quality Task Force, 1993) and/or the Manual of Standards for Erosion <br />and Sediment Control Measures (ABAG, 1995}. The BMPs include measures guiding the <br />management and operation of construction sites to control and minimize the potential . <br />contribution of pollutants to storm runoff from these areas. These measures address procedures <br />for controlling erosion and sedimentation and managing all aspects of the construction process to <br />ensure control of potential water pollution sources. Erosion and sedimentation control practices <br />typically include: <br />^ Limiting construction to the dry-weather months; <br />^ Installation of silt fencing and/or straw wattle; <br />^ Soil stabilization; <br />^ Revegetation; and <br />^ Runoff control to limit increases in sediment in storm water runoff (e.g., straw bales, silt <br />fences, check dams, geofabrics, drainage swales, and sand bag dikes). <br />Measure WQ-2: The Project shall be designed and operated in accordance with the <br />applicable requirements of Title 22, <br />All landscape irrigation systems shall be operated in accordance with the requirements of Title 22 <br />of the California Code of Regulations and any reclamation permits issued by the California <br />Regional Water Quality Control Board, San Francisco Bay Region.
