LAND USE AND PLANNING -- Would the <br />project: <br />a) Physically divide an established community? ^ ^ ^ <br />b) Conflict with any applicable land use plan, policy, <br />or regulation of an agency with jurisdiction over <br />the project (including, but not limited to the <br />general plan, specific plan, local coastal program, <br />or zoning ordinance) adopted for the purpose of <br />avoiding or mitigating an environmental effect? ^ ® ^ ^ <br />c) Conflict with any applicable habitat conservation <br />plan or natural community conservation plan? ^ ^ ^ <br />SETTING OVERVIEW <br />Construction of the Project in certain areas of San Leandro may require short-term detours or delays in <br />traffic. Proposed alignments would not result in a disproportionately high and adverse human health or <br />environmental effects.- There are no recovery plans or habitat conservation plans that would be associated <br />with Project implementation. <br />NSCUSSION <br />a) The Project would construct recycled water pipelines in roadways, parking lots, and trails and <br />water recycling and filtration plants at the existing WPCP and Monarch Bay Golf Complex. <br />Construction in certain areas may require short-term detours or delays in vehicular and pedestrian <br />traffic construction is expected to progress at approximately 200 feet per day but no long term <br />disruptions or divisions to the community would result. <br />b) The Project is consistent with the City of San Leandro General Plan Update (2002), which <br />contains the following policies related to recycled water use: <br />27.02: Water Conservation: Promote the efficient use of existing water supplies through a <br />variety of water conservation measures, including the use of recycled water for landscaping. <br />Action 27.02-B: Recycled Water use on Golf Courses. Coordinate with the RWQCB, <br />EBMUD, and other agencies to implement plans for recycled water delivery to Marina Park, <br />the Monarch Bay (Tony Lema and Marina) Golf Courses, and other landscaped public areas <br />in San Leandro. <br />Portions of the Project area are within the jurisdiction of the BCDC.
