2.U ENVIRONMENTAL CHECKLIST <br />Additional equipment likely to be used includes welding machines, air compressors, and various <br />air- and electric-powered hand tools. <br />There are no sensitive receptors (e.g., residences or schools) in the vicinity of the WPCP or the <br />Monarch Bay Golf Complex. The land uses in the vicinity of the WPCP are mainly industrial, <br />including the Davis Street Transfer Station. In addition, a rifle range is located to the south. The <br />Metropolitan Golf Links Course is located to the north of the WPCP. The Monarch Bay Golf <br />Complex is located in an recreational area on the eastern side of Neptune Drive. Marina Pazk/Paz <br />Course and San Leandro Marina are located on the western side of Neptune Drive. The neazest <br />sensitive receptors are located over 0.5 Irides to the east. <br />Pipeline installation would use standard open-cut trenching and bore and jack methods. Pipeline <br />installation would not occur within 500 feet from the nearest residences. At this distance, the <br />noisiest construction equipment could be as high as 80 dBA without mitigation. Noise at these <br />levels would significantly above current levels, but would be temporary and relatively short in <br />duration. The pace of construction would move noise sources on a daily basis as portions of the <br />pipeline are completed. Construction of the pipeline would occur at an average rate of 200 feet <br />per day. As shown on Table 1-2, bore and jack method is expected to occur at one location, the <br />drainage channel on the WPCP. If dewatering is required, jack and bore construction would <br />require the use of a generator running 24-hours a day. While construction at the jacking and <br />receiving pits, including construction and demobilization is expected to take 8 to 12 weeks, it is <br />expected that 24-hour/7 days a week work would require approxilxlately two to three weeks. <br />No residences are in the area of the WPCP. Construction hours are not normally restricted <br />outside of residential areas but in special circumstances construction hours will be established as <br />a condition of issuance of an encroachment permit8 <br />Overall Project construction would temporarily increase ambient noise levels. The increase in <br />ambient noise levels would have a temporary impact on nearby noise-sensitive residential areas. <br />Without mitigation, the temporary and intermittent noise levels from construction activities would <br />constitute a significant impact. Implementation of the Measure N-1 would reduce potential noise <br />impacts associated with construction activities to less-than-significant levels. These measures <br />include limiting construction hours in or nearby residential areas, and the use of controls on <br />construction equipment. <br />The operation of the proposed recycled water facilities would not involve noise-generating <br />equipment, and therefore would not cause a substantial permanent increase in ambient noise <br />levels. Thus, the operational impact on ambient noise levels is considered less-khan-significant, <br />e,f) The Project is located within two miles of Oakland International Airport. The temporary <br />construction noise resulting from the Project would not expose people residing or working in the <br />Project area to excessive noise levels.
