2.0 ENVIRONMENTAL CHECKLIST
Less Than
Significant
Ppterttially With Less Than
Significant Mitigation Sign{ficant No
Issues (and Supporting Information Sources): Impact Incorporation Impact Impact
XII. POPULATION AND HOUSING -- Would the
project:
a) Induce substantial population growth in an area,
either directly (for example, by proposing new
homes and businesses) or indirectly (for example,
through extension of roads or other
infrastructure)? ~ [] (~
b) Displace substantial numbers of existing housing,
necessitating the construction of replacement
housing elsewhere? []
c) Displace substantial numbers of people
necessitating the construction of replacement
housing elsewhere? ~ []
SETTING OVERVXEW
No impacts related to growth inducement or population and housing would be associated.with the Project,
and no existing housing would be displaced. No long-term visual impacts due to construction are
anticipated.
DISCUSSION
a) Project implementation would result in improved water resources management by reducing
existing irrigation demands on groundwater supplies and other potable water during peak summer
months. Because the irrigation demands that would be met with recycled water are seasonal in
nature, the provision of recycled water service does not "free up"anew potable water supply that
could be dedicated to other uses on a year-round basis. Rather, the distribution of recycled water
facilities improves EBMUD's ability to manage peak demand fox potable water during summer
periods and to allow the City to maintain irrigation to landscaped areas during drought periods.
As such, Project implementation would not provide additional water supplies that would support
growth. Therefore, no impacts related to growth inducement or population and housing would be
associated with the Project.
b,c} The Project would not displace existing housing; therefore, this Project would not necessitate the
construction of replacement housing elsewhere.
MITIGATION MEASURES
None required or recommended.
San Leandro Recycled Water Project 2-4~ ESA / ?A3193
Draft GS/MND
