2.0 ENVIRONMENTAL CHECKLIST <br />As specified under Measure T-1, the City would obtain all necessary local road encroachment <br />permit prior to construction and would comply with the applicable conditions. As deemed <br />necessary by the City, the road encroachment permits will require the contractor to prepare a <br />traffic control plan in accordance with professional engineering standards prior to construction. <br />Specific requirements that may be included in the traffic control plan are identified under <br />Measure T-1. Implementation of Measure T-1 would ensure potential impacts associated with <br />temporary increases in construction traffic would be mitigated to a Less-than-significant level. <br />c) As discussed in Section 1.0, Project Description, the Project would involve the construction of <br />recycled water facilities. Therefore, there would be no impact to air traffic patterns or increase in <br />safety risks as a result of the Project. <br />d) The Project would not change the configuration (alignment) of area roadways, and would not <br />introduce types of vehicles that are not already traveling on area roads. However, heavy <br />equipment operating adjacent to or within road right-of-ways would increase the risk of accidents. <br />Construction-generated trucks on Project area roadways would interact with other vehicles. <br />Potential conflicts also could occur between construction traffic and bicyclists and pedestrians. <br />Implementation of Measure T-1 would require the contractor to prepare a traffic control plan in <br />accordance with professional engineering standards prior to construction, including compliance <br />with roadside safety protocols, so as to reduce the risk of accident. Specific requirements that <br />may be included in the traffic control plan are identified under Measure T-1. Thus, <br />implementation of Measure T-1 would ensure temporary increases in the potential for accidents <br />would be mitigated to aless-than-significant level. <br />e) The Project would have temporary effects on traffic flow, particularly with routes within road <br />rights of way. Pipeline installation within or across streets and temporary reduction in travel <br />lanes could result in delays for emergency vehicle access in the vicinity of the work site. <br />Implementation of Measure T-1 would require the construction contractor to establish methods <br />for maintaining traffic flow in the Project vicinity and minimizing disruption to emergency <br />vehicle access to land uses along the alignment. Specific requirements that may be included in <br />the traffic control plan are identified under Measure T-l . Implementation of Measure T-1 <br />would ensure potential impacts associated with temporary effects on emergency access would be <br />mitigated to ales-than-significant level. <br />fl The Project would create limited new, temporary parking demand for construction workers and <br />construction vehicles the crew moves along the installation alignment. As discussed, the Project <br />would not generate a substantial number of construction workers along the alignment; therefore, <br />the number of parking spaces required would not be substantial. There is no construction on <br />Neptune Drive and only a pipeline crossing on Monarch Bay Drive. <br />Implementation of Measure T-1 would require the construction contractor to establish methods <br />for minimizing construction effects on parking. Specific requirements that may be included in <br />the traffic control plan are identified under Measure T-1. Implementation of Measure T-1 <br />would ensure potential impacts associated with potential temporary displacement of on-street <br />parking would be mitigated to ales-than-significant level. <br />g) The Project would have no lasting impact on demand for alternative transportation or on <br />alternative transportation facilities. The only location that could disrupt bus traffic is on Monarch <br />Bay Drive and then only during construction of the pipeline segment that crosses Monarch Bay <br />Drive.
