Phase 3 is not analyzed in Section 2.0; if and when the City <br />pursues Phase 3 it will prepare the necessary CEQA documentation. Figures 1-1 and 1-2 show <br />the Project location and existing facilities. <br />1.2 CEQA PROCESS <br />In compliance with Section 15000 of the California Environmental Quality Act (CEQA) <br />Guidelines, the City of San Leandro is the Lead Agency for compliance with the CEQA <br />environmental review process for the project. In accordance with CEQA, the City has prepared <br />this Initial Study/Draft Mitigated Negative Declaration (MND) to examine potential impacts <br />associated with the project. The SWRCB is a key responsible agency for the project.
