EXHIBIT A <br />SCOPE OF SERVICES <br />A-1 PROJECT PURPOSE/DESCRIPTION <br />The general purpose of the Wastewater Treatment Plant (WWTP) Assessment and Improvement <br />Plan project is to determine the improvement needs of the plant by review and assessment its' <br />current condition, processes, and previously prepared reports and findings by others; and to <br />develop a sequencing plan that prioritizes and establishes a schedule for the needed <br />improvements, their interdependency and estimated costs. <br />The intent of this agreement is for the Consultant to provide civil engineering design and <br />consulting services for the subject project. The scope of work under this agreement will <br />generally consist of, but not be limited to, attendance at project meetings; submittal of monthly <br />progress reports; assess the needed improvements of the Plant by reviewing previous studies, <br />evaluations and reports, and conducting on-site interviews and a workshop; and preparation of a <br />recommended improvements sequencing plan that ranks relative priorities of critical needs, <br />establishes a baseline schedule and sequence of improvements that accounts for needs of future <br />improvements, and cost estimates. <br />A-2 DESCRIPTION OF CONSULTANT SERVICES <br />A-2.1 Task 1 -Needs Assessment Report: Consultant shall compile, review and <br />assess previous studies, evaluations, reports and recommendations prepared for <br />the WWTP by others; and conduct on-site interviews and walk-throughs with the <br />plant Operations and Maintenance Supervisor, electrical and instrumentation <br />technicians and shift supervisors. Consultant shall then conduct a Needs <br />Assessment Workshop with WWTP and project staff to assess the current <br />improvement recommendations, determine if there are areas that require <br />additional investigations or evaluation, and define areas for innovation, use of <br />newer technologies, and potential alternatives. A Needs Assessment Report will <br />then be prepared by Consultant that focuses on the following areas: <br />Plant Redundancy. There is currently minimal redundancy at the WWTP. <br />Consultant shall evaluate redundancy needs at all levels (process, mechanical, <br />electrical, hydraulic, etc). <br />Electrical System. The WWTP needs significant upgrades to the Plant Electrical <br />System. The existing electrical equipment has reached or exceeded its expected <br />service life. Presently, 480 volt three phase "ungrounded" electrical power is <br />distributed in a "simple radial" arrangement. This arrangement provides no <br />redundancy to the motor control centers located throughout the WWTP. <br />Consultant shall evaluate the condition of the existing equipment, personnel <br />WWTP Assessment and Improvement Plan 2/17/2005 <br />Project No. OS-593-52-209 Page 1S of 23 <br />
