Consultant shall review the existing plant capacity and unit processes evaluations including plant hydraulics, liquids train (treatment) capacity, solids train capacity, support facilities capacity (potable and non-potable water, etc.). Regulatory Needs. Consultant shall conduct a regulatory evaluation to identify current and future regulations, compare historical performance compliance, and suggest potential treatment goals that may avoid future regulatory issues. Plant Structural and Corrosion Evaluation. Several of the structures at the WWTP exhibit significant corrosion. Consultant shall attempt to assess the structural integrity of these facilities by visual inspection and assistance by WWTP staff and include associated recommendations as part of the Report. Task 1 Deliverables (see item A-4 for information regarding formats and copies) • Meeting agendas and minutes. • Compilation of studies, evaluations, reports and recommendations previously prepared for the WWTP by others. • Needs Assessment Workshop agenda, minutes and handouts. • Draft & Final Plant Needs Assessment Report Outline. • Draft & Final Plant Needs Assessment Report. A-2.2 Task 2 -Improvements Sequencing Plan: Consultant shall review, validate, consolidate, and streamline recommendations from existing WWTP documents with their recommendations and prepare an Improvements Sequencing Plan. Development of the Plan shall include a Criticality and Consequences Review to assist in ranking relative priorities of critical needs. The Plan shall include independent cost estimates to validate cost information in existing planning documents as well as cost opinions for any additional recommendations Consultant develops. Maintenance of Plant Operations (MOPO). Consultant shall prepare a detailed maintenance of plant operations (MOPO) document. This document shall be developed through a collaborative effort between Consultant and WWTP staff to detail the operating goals of the facilities and specify the constraints a contractor must consider when conducting his work. Where possible, Consultant shall consolidate prioritized recommendations into the Improvements Sequence Plan to minimize plant shut downs and reduce overall plant improvement costs.
