safety with regard to current codes, reliability, and needed capacity for planned <br />expansions and upgrades. <br />Plant Capacity Evaluation. Consultant shall review the existing plant capacity and <br />unit processes evaluations including plant hydraulics, liquids train (treatment) <br />capacity, solids train capacity, support facilities capacity (potable and non-potable <br />water, etc.). <br />Regulatory Needs. Consultant shall conduct a regulatory evaluation to identify <br />current and future regulations, compare historical performance compliance, and <br />suggest potential treatment goals that may avoid future regulatory issues. <br />Plant Structural and Corrosion Evaluation. Several of the structures at the WWTP <br />exhibit significant corrosion. Consultant shall attempt to assess the structural <br />integrity of these facilities by visual inspection and assistance by WWTP staff and <br />include associated recommendations as part of the Report. <br />Task 1 Deliverables (see item A-4 for information regarding formats and copies) <br />• Meeting agendas and minutes. <br />• Compilation of studies, evaluations, reports and recommendations <br />previously prepared for the WWTP by others. <br />• Needs Assessment Workshop agenda, minutes and handouts. <br />• Draft & Final Plant Needs Assessment Report Outline. <br />• Draft & Final Plant Needs Assessment Report. <br />A-2.2 Task 2 -Improvements Sequencing Plan: Consultant shall review, validate, <br />consolidate, and streamline recommendations from existing WWTP documents <br />with their recommendations and prepare an Improvements Sequencing Plan. <br />Development of the Plan shall include a Criticality and Consequences Review to <br />assist in ranking relative priorities of critical needs. The Plan shall include <br />independent cost estimates to validate cost information in existing planning <br />documents as well as cost opinions for any additional recommendations <br />Consultant develops. <br />Maintenance of Plant Operations (MOPO). Consultant shall prepare a detailed <br />maintenance of plant operations (MOPO) document. This document shall be <br />developed through a collaborative effort between Consultant and WWTP staff to <br />detail the operating goals of the facilities and specify the constraints a contractor <br />must consider when conducting his work.
