EXHIBIT A <br />SCOPE OF SERVICES <br />A-1 PROJECT PURPOSE/DESCRIPTION <br />The general purpose of the Traffic Signal System Improvements 04-OS project is to 1) Expand <br />and enhance the detection capabilities of the City's Advanced Traffic Signal System (ATSS) by <br />installing additional vehicle detection at existing signalized intersections (The primary function <br />of the detection will be to improve the actuated operation of the traffic signals, and the secondary <br />function will be to provide traffic volume and speed data for collection and storage.); 2) Expand <br />the monitoring capabilities of the ATSS by installing wireless interconnect equipment at <br />signalized and isolated intersections, thus enhancing communication capabilities; and 3) Install <br />Emergency Vehicle Preemption (EVP) equipment at intersections to improve response time for <br />emergency vehicles. <br />The intent of this agreement is for the Consultant to provide civil engineering consulting and <br />design services for the subject project. The scope of work under this agreement will generally <br />consist of, but not be limited to, attendance at project meetings; submittal of monthly progress <br />reports; analyses, preliminary cost estimates and recommendations for: eleven (11) intersections <br />identified for additional vehicle detection capabilities, seven (7) intersections identified for <br />wireless interconnection to the City's existing fiber optic traffic signal communications network, <br />and six (6) intersections to be equipped with EVP equipment; preparation of plans, specifications <br />and cost estimates for intersections selected for improvements by City based upon Consultant's <br />recommendations and preliminary cost estimates; and technical assistance during the bidding and <br />construction phases of the project. <br />A-2 DESCRIPTION OF CONSULTANT SERVICES <br />A-21 Task 1-Data Collection <br />Consultant shall attend the kick-off meeting with City to discuss overall goals and <br />procedures for the project. This shall include preparation of a table of <br />intersections (those that the City has already identified) for the project, identifying <br />what equipment is to be installed, and what information Consultant already has <br />regarding the City's ATSS. <br />Based upon the results of the kick-off meeting, Consultant shall prepare and <br />submit a request for information (RFI) to the City that lists any additional <br />information, documents, etc., which the City has not already provided and <br />Consultant requires before proceeding with the preliminary design of the project. <br />Advanced Signal System Traffic Sample Detectors 2/17/05 <br />Project No. OS-120-28-164 Page 15 of 22 <br />
