Deliverables Task 2 includes the following deliverables: ^ Sampling plans submitted to City for review and approval; ^ On-site review and testing of ACI's financial records; ^ Field observations to verify the service level at specific addresses included in the test group; ^ Financial model to calculate and verify annual rate adjustments, gross revenues, franchise fees and revenue neutrality payments; ^ A draft summary of findings presented to the City Staff for review; ^ A meeting with the City Staff to discuss the review findings and recommendations; ^ A meeting with the ACI to discuss the review findings; and ^ Draft and Final Report as discussed in Task 3. Task 3 Reports and Presentations Objective - To clearly document the work performed on the project; provide specific recommendations; and present the information to decision-makers in the City of San Leandro. R3 will prepare a Draft and Final Report (letter report) that incorporates the work performed in Tasks 1 - 2. R3 anticipates that the report will include the following sections: ^ Introduction; ^ Methodology; ^ Findings, conclusions and recommendations of the performance review; ^ Findings, conclusions and recommendations of the financial compliance assessment; and ^ Recommendations on financial, performance, and contractual issues to be considered by the City. Task 3.1 Draft Report and Worl~ing Session At the conclusion of Task 2, R3 will facilitate a working session with City Staff to present our preliminary fmdings, review possible alternatives to current practices, and provide preliminary recommendations. These findings will be presented in the form of a Draft Report. R3 will prepare and submit five comb-bound copies of the Draft Report for the City to review. The working session is an important and useful tool to assist in the preparation of justifiable and practical recommendations in the Final Report. In addition, the meeting provides an opportunity for open discussion of the strengths and weaknesses of current practices and procedures, as well as the benefits and drawbacks of draft recommendations. Feedback and comments from City Staff will be incorporated into the Final Report. Task 3.2 Final Report Based on written or verbal comments from City Staff on the Draft Report, feedback from the working session and any updated information, R3 will prepare and submit five comb-bound copies of the Final Report to the City.
