Desired levels of illumination shall be calculated consistent with City of San Leandro and <br />Caltrans standards. This includes specification of the types of luminaires, cutoff and wattage, <br />and average to minimum ratios for maintained illumination. TJKM shall prepaze preliminary <br />street lighting plans that make maximum use of existing street lighting poles and fixtures, yet <br />provides the desired illumination standards. The 30% plans shall show the modifications <br />required for the project including new poles and luminaires, pull boxes, etc., but not specific <br />wiring connections. <br />g) Landscapin Pg lans <br />Preliminary landscape plans will show planting for the on-ramp edge and the hardscape <br />treatment for medians. The Planting plan will locate general plant types (groundcover, shrub, and <br />trees) as well as designating specific paving treatments for the medians. Preliminary special <br />provisions and cost estimates for the Landscape work will be prepared. There will be no <br />irrigation submitted during this phase. <br />2.5 Engineer's Estimate <br />Under this task, MTCo will prepare a preliminary construction cost estimates for the roadway <br />and traffic signal improvements. <br />2.6 Draft Specifications <br />MTCo will develop a list of special provisions that may be appropriate for the project based on <br />the preliminazy design. We will also gather city standard specifications and other standard <br />boilerplate information to be used in preparing the final set of contract documents. <br />2.7 Initial Site Assessment <br />Under this task, BASELINE Environmental Consulting will prepare an Initial Site Assessment <br />(ISA)/Hazardous Materials Technical Report to Caltrans requirements to evaluate existing <br />information regarding hazardous materials and wastes in the study area. This task will include a <br />records search of site databases to document known contaminated sites, historical land use <br />research to identify former land uses at or adjacent to the study area associated with hazardous <br />material use, a review of previous environmental investigations at and near the study azea, and a <br />field reconnaissance. The activities and findings in the ISA/technical report will be presented in <br />a report with the Caltrans ISA checklist included as an attachment. Detailed recommendations <br />will be made for additional investigation or other action, if warranted by the findings of the <br />ISA/technical report. <br />2.8 Aerially. Deposited Lead Study <br />Under this task, BASELINE Environmental Consulting will prepare an aerially deposited lead <br />study, including the sampling and analysis of shallow soil samples within the Caltrans right-of- <br />way that will be affected by the project. We have assumed that an encroachment permit will be <br />obtained from Caltrans for the field work. BASELINE will adhere to all requirements of the <br />permit. Typically, compliance would require BASELINE to submit plans showing sampling <br />locations and work locations to Caltrans and notify them of sampling dates and times. All <br />sampling activities will be performed in unpaved areas adjacent to ramps and will not require <br />lane closure. <br />Twenty soil samples would be collected using hand-operated sampling equipment. Pre-cleaned, <br />6-inch stainless steel liners would be pushed into shallow soils, then retrieved. Each sample <br />would be analyzed for total lead using EPA Method 6010A. Samples containing total lead <br />concentrations exceeding ten times the Soluble Threshold Limit Concentration (STLC), a State <br />hazardous waste threshold, would also be analyzed for soluble lead using the Waste Extraction <br />ACTIA 1 L• I-880/Washington Avenue Interchange Improvements June 2005 <br />COSL Project No. 144-39-007 Page 19 of 35 <br />
