IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION N0.2005-109 (1428) <br />A RESOLUTION ACCEPTING THE 2005 SAN LEANDRO HOUSING ELEMENT <br />PROGRESS REPORT AND AUTHORIZATION BY THE CITY MANAGER TO FORWARD <br />THE REPORT TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COIVI1VIi_JNITY <br />DEVELOPMENT <br />RECITALS <br />Whereas, the current San Leandro General Plan was adopted in May 2001. <br />Whereas, the City Council of the City of San Leandro also authorized the update of the <br />City's Housing Element as part of the General Plan Update effort and considered an updated <br />draft Housing Element as part of this process. <br />Whereas, in January 2003, the City Council adopted an updated Housing Element, which <br />is internally consistent with the General Plan, and in April 2003, the City received Housing <br />Element certification from the State of California's Housing and Community Development <br />Department. <br />Whereas, in accordance with Section 65351 of the California Government Code, the City <br />has successfully facilitated public participation in the General Plan and Housing Element Update <br />process. The process has included citywide surveys, a "Town Meeting," and appointment by the <br />City Council of a Housing Element Advisory Committee in 2001. <br />Whereas, various background reports and documents also guided the preparation of an <br />initial draft of the Housing Element Update. A citywide land use inventory was prepared, <br />updated traffic colmts were assembled, areal estate market analysis was performed, and noise <br />levels in different neighborhoods were monitored. Reports documenting local demographics, <br />visual conditions, safety hazards, and natural resources were drafted. Several interim work <br />products, including an `Existing Conditions Report," and an "Options for the Future" workbook, <br />were prepared. A quarterly newsletter and periodic press releases provided status reports on the <br />General Plan and Housing Element as work progressed. <br />Whereas, based on the work of the Housing Element Advisory Committee, various <br />background reports and documents, other background information, various public workshops and <br />presentations conducted by City staff and HEAC members, and subsequent meetings of other <br />City committees and commissions, the City issued a Public Review Draft of a Draft Housing <br />Element in November 2002 and adopted the Housing Element in January 2003 <br />Whereas, the acceptance of this progress report on Housing Element implementation <br />fulfills the requirements of State law and acknowledges San Leandro's efforts regarding <br />implementation of the State-certified Housing Element and all of its goals, policies and <br />implementation recommendations. <br />
