LAND USE ELEMENT GOALS, POLICIES, AND PROGRAMS RELATING TO <br />HOUSING <br />On May 6, 2002, the San Leandro City Council adopted an updated General Plan, including 52 goals and <br />more than 400 policy and action statements. Goal 3 of the Land Use Element addressed new housing <br />opportunities. The goal and its accompanying 10 policies and four action programs are listed below and <br />are separate from the goals, policies and actions contained in San Leandro's certified Housing Element: <br />Goal 3: New Housing Opportunities <br />Provide housing opportunities and improve economic access to housing for all segments of <br />the community. <br />POLICIES AND ACTIONS PROGRESS <br />Policy 3.01 MIX OF UNIT TYPES <br />Encourage a mix of residential development <br />types in the City, including single family homes <br />on a variety of lot sizes, as well as townhomes, <br />row houses, live-work units, planned unit <br />developments, and multi-family housing. <br />The City continues to work <br />proactively with developers, through <br />the site plan review process to ensure <br />quality development and a variety of <br />housing types to meet all income <br />levels in San Leandro. <br />The City approved its first live-work <br />development and encourages <br />innovative design to ensure a variety <br />of housing types. <br />Policy 3.02 MIX OF PRICE RANGES <br />Encourage a mix of price ranges to provide <br />housing choices for San Leandro residents of all <br />incomes and ages. Opportunities to include <br />affordable units and market rate units within the <br />same development projects should be pursued. <br />Policy 3.03 AFFORDABLE HOUSING DESIGN <br />Design new affordable housing to blend in with <br />the existing fabric of the community. Affordable <br />housing should be located in a variety of <br />neighborhoods rather than concentrated in one <br />particular part of the City. <br />Through the Inclusionary Zoning <br />Ordinance, the City requires that all <br />new residential developments provide <br />a minimum 15% affordable units for <br />projects in the city. In all cases, <br />affordable units are generally sited <br />within the project site, as a way to <br />ensure a wide range of housing <br />onnortunities. <br />New design guidelines have been <br />adopted for the southern E. 14"' Street <br />corridor, which is where much of the <br />City's new higher density housing is <br />expected to occur. The City retains <br />the ability to conduct site plan review <br />to ensure quality design and <br />architecture. <br />Policy 3.04 PROMOTION OF INFILL Most of San Leandro's development <br />Encourage infill development on vacant or opportunities are considered infill, <br />underused sites within residential areas. and staff continues to work with <br />developers to ensure design <br />consistency and quality architecture <br />within existing neighborhoods. <br />Yenr 2004 Annual Housing Progress Report 10 City Of Sari Leandro <br />
