POLICIES AND ACTIONS <br />PROGRESS <br />Policy 3.05 MIXED USE ON TRANSIT CORRIDORS <br />Encourage mixed use projects containing ground <br />floor retail and upper floor residential uses along <br />major transit corridors. Such development should <br />bepedestrian-oriented, respect the scale and <br />character of the surrounding neighborhood, and <br />incorporate architectural themes that enhance the <br />identity of adjacent commercial districts. <br />Policy 3.06 HOUSING BY NON-PROFIT <br />DEVELOPERS <br />Promote the participation ofnon-profit housing <br />organizations in the construction of new <br />affordable housing in San Leandro, with <br />particular emphasis on housing for seniors and <br />working families. <br />Action 3.06 A: Rental Housing Production <br />San Leandro initiated and adopted a <br />refined urban design and land use <br />plan for the southern segment of E. <br />14"' Street, the City's primary transit <br />corridor. The plan is based on Smart <br />Growth principles and is pedestrian- <br />oriented in nature and has resulted in <br />new design guidelines and land use <br />regulations to support new mixed-use <br />residential development. <br />Two new affordable housing projects <br />were recently completed along E. 14`'' <br />Street, and the City continues to work <br />with the non-profit development <br />community to implement the East 14~' <br />Street South Area Development <br />Strategy including efforts to help <br />identify and secure appropriate sites for <br />affordable housing. The City will also <br />continue subsidizing nonprofit <br />developers with available State and <br />Federal funding and support their <br />efforts to secure any available public or <br />private funding. <br />Pursue funds through a variety of government programs to assist in the creation of new <br />affordable rental units. <br />Policy 3.07 AMENITIES AND SOCIAL SERVICES <br />WITHIN NEW HOUSING <br />Encourage new affordable housing development <br />to provide amenities for future residents, such as <br />on-site recreational facilities and community <br />meeting space. Where feasible, consider the <br />integration of social services such as child care <br />within such projects. <br />This is an on-going process which <br />City staff considers through the Site <br />Plan Review process.
