The fund could be capitalized with private donations, CDBG/HOME/ <br />Redevelopment funds, voluntary contributions, and other sources. <br />The above policies and actions are further supported by the following policies and actions <br />appearing elsewhere in the General Plan: <br />• Policy 1.10 (Land Use Element) encouraging secondary units (also known as "in-law apartments" or <br />"granny flats") in residential areas subject to conditional use permit requirements which ensure that <br />parking, design, and other neighborhood impacts are fully addressed. <br />• Action 1.10-A (Land Use Element), calling for secondary unit design guidelines. <br />• Action 13.04-B (Transportation Element), calling for a minimum density of 18 units per acre for any <br />housing development near the BART Stations and along the East 14`x' Street corridor. <br />• Action 35.02-A (Environmental Hazards), calling for the enforcement ofenergy-efficient design <br />standards (e.g., Title 24) in new construction. <br />• Action 42.04-A (Historic Preservation and Community Design Element), calling for small-lot single <br />family and multi-family design guidelines. <br />• Action 42.04-B (Historic Preservation and Community Design Element), calling for infill housing <br />design guidelines. <br />Year 2004 Annual Housing Progress Report 21 CitJ' Of San Leandro <br />
