POLICIES AND ACTIONS <br />PROGRESS <br />Policy 56.06 LANDLORD-TENANT RELATIONS <br />Provide assistance to landlords and tenants in <br />resolving conflicts and understanding their <br />respective rights and obligations. Maintain <br />measures that discourage the displacement of <br />San Leandro renters as a result of sudden or <br />steep rent increases. <br />The City provides ECHO Housing <br />with an annual CDBG award to <br />administer the landlord/tenant dispute <br />program. <br />ActiorT 56.06 - A: The City relies on <br />the existing Rent Review Board to <br />review legitimate rent disputes. Staff <br />regularly receives and responds to <br />phone calls regarding rental issues and <br />refers tenants to an appropriate service <br />provider (ongoing activity). <br />Action 56.06 - B: The City currently <br />funds a rental assistance program that <br />is administered by ECHO Housing <br />through its existing contract with San <br />Leandro (ongoing activity). <br />Action 56.06 A: Rent Review Board <br />Maintain a Rent Review Board to mediate disputes related to significant rent increases in <br />local apartment complexes. <br />Action 56.06-B: Rental Assistance Program <br />Study the feasibility of a Rental Assistance Program, which assists lower incotne families <br />with move-in costs or delinquent rent due to temporary economic hardship. The program <br />could be a revolving loan program to help with rental deposits ar monthly rent. <br />Policy 56.07 REHABILITATION OF MOBILE HOME <br />PARKS <br />Promote the rehabilitation of the City's mobile <br />home parks without displacing tenants or <br />reducing the number of affordable units. <br />Action 56.07 - A: Because of low <br />demand for this type of program in <br />San Leandro, the City does not <br />currently have a regularly budgeted <br />program for this type of assistance, but <br />considers potential projects on a case- <br />by-case basis. <br />Action 56.07 - B: This is an ongoing <br />activity and is part of the City's <br />funded Single Family Residential <br />Rehab Program. <br />Year 2004 Annual Housing Pr-og~•ess Report 33 Ciry Of San Leandro <br />
