POLICIES AND ACTIONS <br />PROGRESS <br />Action 56.07-A: Mobile Hone Park Rehabilitation <br />Undertake a mobile bonze park rehabilitation, safety, and affordability preservation <br />program. To the extent allowed by state laws governizzg mobile hor~zes, the progz-mn <br />should beautify one or more San Leandro mobile home parks and should be structured to <br />avoid the dislocation of-or creation of economic hardships for-mobile home park <br />occupants. The program would entail one time loans or grants to mobile borne park <br />owners to undertake improvements such as sigzzage, landscaping, and the under- <br />grounding of natural gas lines. <br />The City will also work with the State Department of Housing and Cozmnunity <br />Development (HCD) to pursue mobile home park enhancement grants, and to obtain <br />funding through HCD's Mobile Home ParkResident Ownership Program. <br />(See also Land Use Element Action 1.02-C: Pursue a variety of strategies and programs <br />to upgrade the appearance of mobile bonze parks without displacing owners and <br />tenants.) <br />Action 56.07-B: Mobile Home Grant Program <br />Continue local financial support for the Mobile Home Grant Program, wl2ich provides <br />$1,500 grants to very low income mobile home owners for mobile home rehabilitation . <br />Explore the feasibility of expanding this program in conjunction with Action 56.07-A, to <br />enable more substantial upgrades to mobile homes. <br />Policy 56Ag CONDOMINIUM CONVERSION <br />Allow apartments to be converted to <br />condominiums or cooperatives only where the <br />following conditions exist: <br />~ a tenant relocation plan is provided. <br />• the design of the building is appropriate for a <br />wide range of residents. <br />• obsolete or inappropriately designed aspects <br />of the building can be replaced or raised to <br />current standards. <br />Discourage conversions which would result in a <br />net loss of affordable units or the displacement of <br />low income tenants. <br />The City processes condominium <br />conversion applications and ensures <br />the provisions of the San Leandro <br />Zoning Code and State Law are met. <br />The City also monitors the net <br />change in both market rate and <br />affordable units as part of any <br />conversion proposal. <br />Condo conversions require payment <br />of housing fees to be used for <br />affordable housing programs. <br />Yem• 2004 Amzuat Housing Progress Report 34 City Of San Leandro <br />
