POLICIES AND ACTIONS <br />Policy 57.01 SENIOR HOUSING <br />In accordance with the needs analysis conducted <br />as part of this Housing Element, encourage the <br />production of housing targeted to San Leandro <br />seniors. Both non-profit and for-profit developers <br />in the City should incorporate supportive <br />services for seniors and design features which <br />respond to the needs of seniors and others with <br />limited mobility-such as single story floor <br />plans, wheelchair ramps, bathrooms with grab- <br />bars, and buildings with elevators. <br />PROGRESS <br />The City has met with several <br />developers interested in developing a <br />project for either seniors or Special <br />Needs populations. <br />Action 57.01- A: The City purses <br />funding opportunities on a case-by- <br />case basis as potential projects <br />evolve. <br />Action 57.OI - B: The City recently <br />adopted a new Inclusionary Zoning <br />and Density Bonus ordinance <br />(11/04). The City typically considers <br />reduced parking for housing projects <br />that may not generate typical parking <br />demand including housing for <br />seniors and the developmentally <br />disabled. <br />Action 57.01-A: Additio~zal HUD Funding <br />Pursue funding through the HUD Section 202 and 811 programs for the consh~uction of <br />additional housing for seniors and disabled persons. <br />Actio~z 57.01-B: Density Bazccs Increase <br />Increase the City's density bonus provisions to allow a 50 percent bonus for senior <br />housing (instead of the 25 percent bonus contained in the current ordinance). Explore <br />appropriate revisions to the parking standards for senior housing to ensure that this <br />bonus can be realized on future development sites. <br />Policy 57.02 GRADUATED SENIOR HOUSING <br />To the extent feasible, encourage the <br />development of "graduated" senior housing <br />projects which anticipate the changing needs of <br />seniors over time and which include units for <br />independent living and assisted living, as well as <br />skilled nursing facilities. <br />Action 57.02 - A: The City <br />continues to fund a variety of loan <br />programs available to seniors to <br />retrofit their homes to allow "aging <br />in place" to occur. <br />San Leandro has a variety of housing <br />facilities to meet changing needs of <br />seniors. These facilities include <br />assisted living, independent living <br />and other facilities which provide <br />skilled services to seniors. <br />Year 2004 Annual Housing Progress Report 37 City Of San Leandro <br />
