Goa158: Elimination of Housing Constraints <br />Reduce potential constraints that increase the cost or feasibility of new housing <br />development. <br />POLICIES AND ACTIONS <br />PROGRESS <br />Policy 58.01 ZONING REGULATIONS <br />Ensure that the development standards, use <br />restrictions, parking requirements, and other <br />regulations contained in the San Leandro Zoning <br />Code enable the production of housing for all <br />income groups. Overly restrictive or redundant <br />requirements should be strongly discouraged. <br />The City's adoption of the East 14~' <br />Street South Area Development <br />Strategy introduced new zoning <br />rules to entice higher density <br />housing and included reduced <br />parking standards. The City will <br />continue to evaluate the <br />effectiveness of these new <br />regulations and consider possible <br />future changes to the Zoning Code <br />that could affect housing <br />development elsewhere in San <br />Leandro. <br />Action 58.01- A, B & C: The City <br />is in the process of developing a FY <br />2005-06 work program to prepare a <br />variety of zoning code amendments <br />which also include those that are <br />suggested in these Action items. <br />Action 58.01 - D: The City adopted <br />new Secondary Unit Ordinance in <br />July 2003 and is currently <br />conducting a review of application <br />activity related to second units. <br />Action 58.01 A: Amend the Minimum Lot Area Required for a Planned Development <br />Maintain provisions in the Zoning Code for `Planned Developments" (POs) on sites <br />where the strict application of zoning standards could make development less feasible. <br />The PD designation should allow flexibility in the application of setback requirements, <br />minimum lot sizes, lot coverage limits, acrd other standards to reflect the unique context <br />of each site. The PD designation. should not preclude the requirement that the <br />development is harmonious with the surrounding neighborhood and that impacts on local <br />services and the environment are mitigated. <br />To facilitate the use of PDs in the City, the following specific actions should be <br />considered.• <br />• Lowering the minimum lot area requirement for Residential POs. <br />• Lowering fhe minimum lot area_requiremerat for Commercial POs, where at least <br />half of the floor area in the proposed prroject will be devoted to housing. <br />Year 2004 Annual Housing Progress Report 45 City Of San Leandro <br />
